I received your letter on February 12, 2008, entitled; Request Modification of Landfill Permit 44-07;
Haywood County MSWLandfill: Final approval of Alternate Daily Cover. Prepared for and prepared by
Haywood Count Solid Waste. Dated February 7, 2008. Document ID No. 3925. I have familiarized myself
with the ACM request, the ACM history at your facility, Mr. Patterson's letter dated June 28, 2007, and the
recently proposed modifications to your permit.
First of all, regarding your letter, I am unable to process an incomplete application. For this application to
be considered complete I will need:
• Confirmation from Ms. Ellen Lorscheider, of this Section, that the appropriate permitting fee has been
paid for the permit modification. You may contact her at (919) 508-8499.
• A complete and updated Operations Plan for the facility that incorporates the ACM operation. The
Plan should include all of the activities at your facility. The Plan must be certified by a professional
engineer.
• A Certified Demonstration Report demonstrating the feasibility for the use of ACM material on a full
time basis. The Report must be certified by a professional engineer.

permit action for; a new Grinding and Mulching - Treatment and Processing activity and a new Small Type 2

application.

The Solid Waste Section hereby approves the interim measures requested by Haywood County
to repair leachate breakouts at the referenced landfill. These measures are described in the text
and drawings prepared by McGill Associates dated March 22, 2007.
Take all precautions necessary to avoid damage to the liner system when excavating within the
landfill. Also, it is very important to take appropriate measures to prevent leakage from the side
slope riser pipe. In accordance with solid waste management rules and policy, any leachate
leaving the lined area of the landfill is considered a major violation.

Each day at closing, the ADC taip is walked onto the landfill face by attaching the two leading corners
of the tarp to landfill equipment (loader, dozer) via Rope and or integrated D-ring clips. Final placement of
the tarp is completed by hand as the operators adjust the tarp to ensure proper coverage. Blocks are attached
at the corners and edges of the tarp to prevent displacement of the tarp due to high winds. Each morning, the
blocks are removed and the cover is walked -off of the working face and stored at an adjacent area of the
landfill. Care is taken to make sure that no vehicle traffic or landfill equipment is allowed to pass over the
cover, which could result in shearing or tearing of the cover. Each morning and afternoon the tarp is
inspected for tears. Should a break in the tarp be discovered, an attempt will be made to repair the area by
stitching the material together. If a repair is inadequate or can not be made, the tarp will be replaced. Another
tarp will be stored at the Treatment and Processing Facility adjacent to the landfill at all times for emergency
replacement.
Coverage Area:
The landfill tarp ADC is 48-ft x 50-ft in size. The fill area will be maintained so that the ADC
completely covers the entire working face each day. Any additional areas of uncovered waste (horizontal
progression, side slopes and etcetera) will be covered each day with 6-inches of soil or approved mixture of
soil and mulch. On rare occasions, such as the beginning or end of a landfill lift, it may be necessary to
maintain a larger working face. Under such circumstances, the second tarp will be taken to the landfill for
additional temporary coverage. The second tarp will be placed so that a maximum overlapping of the tarps is
maintained.
Adverse Weather and Contingency lans:
Due to the porous nature of the ADC, the tarp does not hold water, which might shear the tarp or make
it difficult to apply/remove the tarp each day. Therefore, it is unnecessary to modify use of the ADC during
wet weather conditions. Should a heavy snow be predicted, or occurring at the time of closing, the working

face would be covered with a minimum of 6-inches of soil or approved soil and mulch mixture to prevent the
risk of tearing the tarp during removal the next morning. During periods of high winds, extra weight will be
added to the tarp and/or a narrow layer of soil and rocks will be applied to the edges of the tarp to prevent
displacement of the tarp. In the event that the ADC can not be utilized for any reason, the working face will
be covered with a minimum of 6-inches of soil or approved soil and mulch mixture until the problem is
resolved.
Additional, Miscellaneous:
Due to the nature of the ADC, no testing (TCLP) of the material occurred.
Summary of Demonstration:
The ADC tarp has been utilized daily since receiving approval for demonstration of the ADC by
DENR. Overall, the tarp has performed very well. Initially, it took the landfill operators a few days to
become accustomed to restricting the size of the working face so that coverage was maintained. Soon,
however, daily operation of the fill progression was adjusted and the smaller working face has become the
norm. We also had one instance of the tarp being partially displaced by high winds. Since that time, we have
added additional weights to the edges of the tarp, and had no reoccurrence of the problem. The lightweight
and porous nature of the material is very user friendly. As mentioned above, wet weather and moderate winds
pass over or through the material without adverse effects. Additionally, the tarp is relatively easy to
manipulate.
In total, I believe that the ADC has successfully demonstrated effectiveness in meeting the
requirements of Rule .1626(2)(a), and request approval of a Permit Modification for the full-time use of the
ADC at the Haywood County MSW Landfill. I look forward to your response in this matter. Should you

Dear Mr. Patterson:
The Haywood County Department of Solid Waste Management (Department) is formally requesting
the use of an Alternate Daily Cover (ADC) at the Haywood County MSW Landfill. The Department
proposes a 180 day demonstration period, during which Field Specialists with the Solid Waste Section
will be able to verify the ADC's effectiveness in meeting the requirements of Rule .1626(2)(a).
The proposed ADC will consist of (3) Landfill Tarp systems. Each tarp will be approximately 50'x50'
in size, and 6.5-8.5 oz/sq ft. The tarp is constructed of a woven polypropylene that is puncture, tear and
U.V. resistant. Actual material specifications are attached and will be available for inspection at the
time of implementation of the tarp system.
Haywood County currently has approved as an ADC a 2 mil polyethylene film designed to drape over
the vertical face of the bale fill. As we try to achieve maximum density we will continue to utilize the 2
mil plastic on the vertical face of the bales. The tarp, therefore, would be utilized in conjunction with
the film allowing us to compact between the bales and cover daily with tarps.
Haywood County would like to begin the demonstration period for approval of the ADC as soon as
possible. The tarp will be put into use once we receive permission to proceed with the demonstration.
An amended operating plan detailing the tarping system operational procedures will be submitted to
your office upon successful completion of the demonstration period and final approval of the tarp as an
ADC. Use of the tarp will follow the general operations listed below, and will be designed to ensure
protection of public and environmental health and all requirements of Rule .1626(2)(a).
Operations Plan: ADC; Polypropylene Tarim
By the end of each day of operations, the horizontal or lateral expansion of the working face will be
covered with at least six (6) inches of earthen material. The working face will be maintained at a
mininium of a 4:1 slope and compacted to reach maximum waste density possible to minimize the size
of the working face; preserve landfill space; and deter wind-blown litter. At the end of each operating
day, a 50'x50', 6.5 oz/sq ft tarp will be pulled over the slope of the lvorking face. The tarp will cover
all exposed portions of the working face, and the corners and sides of the ta7p will be weighted with.

RE: Leachate Breakout Repair

Dear Mr. Coffey:
As you are aware, Haywood County has had continuing problems with leachate
breakouts along the northern slope of the active Phase 2 waste area. The landfill staff has been
very proactive with making repairs and the leachate has not exceeded the liner limits. Past
repairs have involved excavating compacted soil and waste and replacing with loose waste to
allow the leachate to flow to the sump area. On Tuesday, March 20, 2007, another leachate
breakout occurred. McGill Associates was asked to come to site and provide a recommended
course of action.
Based on our site visit, there appears to be perched water source upstream of the northern
berm. For some reason, the perched water is blocked from flowing to the sump area. Upon
review of the existing situation and past incidents of breakouts, we recommend that a more
aggressive approach be taken to address the leachate breakout. Please see the attached drawing
of our recommended repair. The drawings show the installation of an 18-inch pipe into the
waste area and bedded in a stone base. The pipe would extend up the berm to a point outside the
liner edge. Initially, the pipe will provide an access point for a pump suction line to pump out
perched leachate into a tanker truck to supplement the existing leachate collection system. The
leachate will then be hauled to the on -site leachate holding pond and discharged. While this is
not a long term solution, it will provide time to fully analyze the root problem and provide
valuable field data that can used in developing the permanent solution. In addition, the side
slope pipe can later be used to install a permanent submersible pump if the situation requires it.
