This letter is in response to your letter dated June 14, 2006, requesting renewal of the permit for the
referenced MSWLF facility. It is my understanding from your letter that permitted capacity remains as
approved in the five-year permit which expires November, 2006.
If the landfill has remaining permitted capacity beyond the five-year expiration date, the permit review will
consist of a evaluation by the Solid Waste Section of the performance of the existing MSWLF facility, a
review of the effectiveness of the current operations plan, and the past compliance history.
As part of this review, please submit a topographic survey indicating current waste grades and the approved
final closure grades for the landfill and an estimate of the remaining permitted capacity and life.

Re: Permit to Operate, Haywood County Municipal Solid Waste Landfill Facility
Haywood County, Permit Number 44-07
Dear Mr. Cogdill:
The Solid Waste Section hereby issues this Permit to Operate for the referenced facility to allow the
continued operation of the existing municipal solid waste landfill unit and the construction and
demolition landfill unit in accordance with the approved plans. This permit also approves the operation
of the new land -clearing and inert debris landfill unit. Please note that the permit contains pre-
operational conditions (see Condition #37) that must be met prior to acceptance of waste in the land -
clearing inert debris landfill.
Also, please note that if the construction and demolition landfill unit operates past June 30, 2008, a
permit application in accordance with 15A NCAC 13B, Rule .0547(2) of the recently adopted C&DLF
rules must be submitted for approval by the Solid Waste Section.
