I am writing in reference to seepage of leachate out of the side of the Haywood County landfill
and more particularly the proposed remedy to the problem. The initial thought was that the
leachate collection system was clogged; however, after some review, it is believed that the
seepage is caused by perched water. The water is perched on a layer of cohesive soil that was
used for daily or intermediate cover. This soil layer begins at the edge where the seepage is
occurring and extends out into the landfill to at least half way. The water cannot penetrate this
layer as was evident by the small pond of water that remained in the center of the landfill until
waste was put in it and a path to the collection system was established.
The remedy to the problem is being approached in two different ways. The first has to do with the
daily operation, which requires removing the soil cover or at least opening areas over the bales
prior to placing the next lift of bales. This will allow the leachate a path downward to the
collection system versus traveling laterally along the cover layer and eventually seeping out the
side.
The second part involves an area where the next lift of bales has been placed with the cover layer
below them. The County has hired a drill rig, which is expected to be on site next Tuesday the
16th of December, to drill 14 inch diameter holes thru the top bales and thru the soil layer. The
holes will then be filled with wash stone so that the leachate that is perched on the soil layer in
this area has a path to the leachate collection system.

landfill and its lining system. We have placed survey stakes in the location of the drilling and I will
know the depth that we can drill at these points so that we do not go beyond the last bale layer
that has been placed in this area.
