The Haywood County Landfill was operating in violation of this rule in that surface water was impounded over waste on a portion of the terrace of the landfill. He mentioned that he is trying to convince his officials that they should accept materials at the MRF from outside the County. The officials seem to be under the impression that their permit does not allow them to accept materials from out of county. I am guessing that the original set-up of the dirty MRF required a permit, but I am not sure if the MRF is still permitted since I think it is a clean MRF now. Would you be able to contact David (828) 456-4455 and discuss the current permits with him? Any help you can provide is greatly appreciated. thanks.
