COMPOST REQUIREMENTS FOR WRITE OAK LANDFILL
Compost Requirements for White Oak Landfill
Existing Soils at the White Oak Landfill
Per the Soil Test Report (see Appendix 1 of Demonstration Request Submittal), the following
quantities of N-P-K are required for the soils obtained fi-om the borrow area (sample: NewCell)
at the landfill to establish a stand of grass:
701bs N per acre
50 Is P205 per acre
40 lbs K20 per acre (looking at second crop)
Existing Compost at Johnson Tomato Company
Per the Waste Analysis Report (see Appendix 1 of Demonstration Request Submittal), the
compost for the Johnson Tomato Company consists of approximately:
2.0 lbs N/tan of compost
1.61bs P205/ton of compost
2.1 lbs K20/ton of compost
Application Rates of Compost Similar to Johnson Tomato Company
N required: 70 lbs N required/acre = 35 tons of compost/acre
2.0 lbs N provided/ton of compost
P205 required: 50 Ibs P required/acre = 32 tons of compost/acre
1.6 Is P provided/ton of compost
K20 required: 40 lbs P required/acre = 19 tons of compost/acre
2.1 lbs P provided/ton of compost
Therefore, use 35 tons of compost per acre. Additionally, 1.7 tons of lime per acre is
recommended.
Application Recommendations
Assuming that the compost has a density of 1,000 lbs/cy (0.5 tons/cy), the following volume of
compost is required per acre:
(35 tons/acre)(1 cy/0.5 tons) = 70 cy/acre, ur 1,890 cf/acre
To calculate the depth of compost:
(1,890 cf/acre)(lacre/43,560 sf) = 0.04339 ft, or approximately 1/2 inch
Compost shall be applied per the requirements of the hydroseeder equipment used by the
County. Landfill Staff can utilize the scales at the landfill to measure the amount of compost
required for a given area. The required tonnages can be weighed for each seeding application, to
obtain the rate of 35 tons/acre. Another option is to weigh three truckloads of compost for the
first seeding undertaken with the compost. Average the weight of the three truckloads and use
this average to project compost requirements for -future applications. Records of the weight of
compost loads should be kept at the landfill office and referred to during subsequent seeding
applications. In the event that an insufficient quantity of compost is available, landfill Staff may
supplement compost with commercially obtained fertilizer. The County should consult with the
North Carolina Department of Agriculture & Consumer Services, Agronomic Division at
919/733-2665 in Raleigh or 828/456-3943 in Haywood County to obtain recommendations for
compost/fertilizer application rates. The County should test soils and compost once per year
before planting season to verify application requirements. The records of the testing should be
kept at the landfill office. The County does not foresee having a surplus of composting material.

Public Wearing on Site Suitability
The Board of Commissioners has scheduled a public hearing for June 7, 1999 at ,
9:00 a.m. on the site suitability for the expansion at White Oak Landfill.
We will provide all documentation after the hearing but wanted to let you know in
advance.
Could you fax me back a schedule for the suitability review so I can share it with the
County Manager and Board of Commissioners?

NOTICE OF PUBLIC HEARING
The Haywood County Board of Commissioners will hold a public hearing on Monday,
June 7, 1999 at 9:00 a.m. in the Commissioner's Boardroom of the Haywood County Courthouse
Annex regarding the enlargement of the solid waste landfill facility located at White Oak
Township, Haywood County, North Carolina. The proposed facility will be enlarged and
extended around the existing facility. The facility is operated and managed by Haywood County
and serves Haywood County.
The purpose of the hearing will be to inform the public of the proposed enlargement of
the County solid waste landfill and receive comments on same.
A copy of the site study is available for public review at the Haywood County Public
Library in Waynesville, and the County Manager's Office at the Courthouse Annex.
Persons wishing to be heard at the public hearing are asked to be present. The County
Commissioners may adopt reasonable rules governing the conduct of the hearing including (i)
fixing the maximum time allotted to each speaker, (H) providing for the designation of
spokesmen for groups of persons supporting or opposing the same positions, (iii) providing for
the selection of delegates from groups of persons supporting or opposing the same positions
when the number of persons wishing to attend the hearing exceeds the capacity of the hall, and
(iv) providing for the maintenance of order and decorum in the conduct of the hearing.

Municipal Engineering submitted the site suitability documents on November 8, 1998. To date
the County has had no review comments from your staff.
Rick Honeycutt, who has been following up on this for me, received a call from Bill Sessoms the
other day. Bill said the Solid Waste Office was rearranging workloads and that he needed input
from us as to the schedule we need to have documents reviewed.
Jim, I would submit that the site suitability should have already been completed or at least
through first review by this tune (over six inonthsj.
Our engineers are working on construction drawings for the first cell. They need to know any
special restrictions or requirements that your office may find necessary to point out so they can
complete these documents. The lack of a preliminary review and final approval of site suitability
for Haywood County is delaying our work on the construction plans now.
I am asking that you complete a thorough review of the site suitability documents submitted in
November 1998 as soon as possible so we can complete the construction documents.

The Solid Waste Section(Section) has completed its review of the proposed
modifications to the permit for the referenced facility submitted on behalf of
Haywood County by Municipal Engineering. The Section hereby approves those
modifications to the Permit to Construct issued October 27, 1998.
Upon review and approval of the CQA documentation for proposed Cell
Number 4, the Section will modify the Permit To Operate to include these revisions
to the approved construction plans.

I am writing regarding the above referenced landfill modifications. We are requesting
modifications on the following:
1. Delete access road and drainage ditch around perimeter and move the lined area
out to the where the access road was located;
2. Tie the existing landfill into Cell No. 4 at the existing anchor trench and not below
the existing landfill;
3. Delete the 80 mil textured liner on the side slopes and replace it with 60 mil textured
liner;
4. Delete the washed river rock drainage medium and replace it with geocomposite
drainage net over the entire landfill foot print;
5. Delete the required permeability on the protective cover;
6. Delete the methane vents;
7. Delete eight (8) ounce geotextile from the entire foot print; and
8. Add leachate collection line with stone, pipe and 4.5 ounce geotextile surrounding
the stone.
Please find enclosed a drawing showing the revised grading limits, contours and liner
tie-in. The elevations shown on the drawings are on top of the protective cover. Also
on this sheet, details for the leachate collection trench and line as well as the anchor
trench are shown. The cross section of the landfill is 24 inches of 1 x 10-7 cm/sec
cohesive soil, 60 mil textured and/or smooth HDPE Liner, Geocomposite HDPE

Drainage Net and two (2) feet of protective cover with the leachate collection trench
and line in the middle of the cell.
Also enclosed is revised HELP Models depicting the revised conditions including the
drainage net and protective cover. There is a model run for one (1) year with five (5')
feet of trash; a model for five (5) years just prior to closure; and a model for five (5)
years after closure. The maximum head on the liner is less than 12 inches in all of the
scenarios.
The 80 mil HDPE Liner on the side slope is to be 60 mil textured. The liner stability
calculations in the SRK submittal are for 60 mil HDPE Liner.
Enclosed are the revised calculations for the drainage net. All other conditions will
remain the same. If you have any questions or need additional information, please do
not hesitate to call.
