Active; Annual Yard Waste Facility Notification issued August 2021; expires 31 May 2022. *A completed Yard
Waste Facility Annual Notification Form must be submitted to the Solid Waste Section Compost and Land
Application Branch on or before 1 June 2022.
PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a Yard Waste Facility Notification under two acres in size.
2) This Facility is permitted to receive:
a. Untreated and unpainted wood waste.
b. Silvicultural Waste as defined in 15A NCAC 13B .0101(41): Waste materials produced from the care
and cultivation of forest trees, including bark and woodchips.

c. Yard Trash as defined in 15A NCAC 13B .0101(55): Solid waste resulting from landscaping and yard
maintenance such as brush, grass, tree limbs, and similar vegetative material.
d. Yard Waste as defined in 15A NCAC 13B .0101(56): Yard trash and landclearing debris to include
stumps, limbs, leaves, grass.
3) This Facility can receive the aforementioned wastes for processing and storage in volumes not greater than
6,000 cubic yards onsite at any one time including finished product.
4) Signage is posted at the entrance to the Facility stating the Facility contact information and types of waste
received.
5) This site is secured by a locked gate at the Facility entrance and has controlled access for security.
6) The Facility access gate was open upon my arrival at the Facility and an attendant was on-site operating a
loader during this Facility Compliance Inspection.
7) The access road to the Facility is being managed properly at this time.
8) All waste setbacks and property buffers are being maintained as required.
9) Roll off containers are maintained on site for the removal of any unpermitted wastes found on site and for the
collection of windblown materials.
10) All unpermitted wastes are hauled to the Onslow County Municipal Solid Waste Landfill, permit #67-09 in
Jacksonville, NC for final disposal.
11) Landclearing waste, yard trash, and clean wood debris have been brought on site for processing with a
grinder.
12) Clean fill and processed topsoil screened from the incoming waste streams are staged on-site for sale/reuse.
13) A Bandit Industries Model 3090 chipper is maintained on site for processing the vegetative materials brought
to the Facility.
14) All ground wood chips are removed from the site and sold for use as boiler fuel.
15) A John Deere 700K LGP Crawler/Dozer is maintained on site for Facility operations and maintenance.
16) A John Deere 437D log loader and a Franklin KBL28 log loader are maintained on site for the processing of

vegetative materials brought to the Facility.
17) The waste types were reviewed. The waste type on site was vegetative debris only and unpermitted wastes or
unacceptable waste streams were noted during this Facility Compliance Inspection.
18) All marketable hardwoods brought on-site are cut, split, cured, and sold for firewood.
19) All marketable softwood timber is staged on-site until transferred to the wood processing facility for milling.
20) No grinding or processing operations were underway during this Facility Compliance Inspection.
21) Less than six thousand cubic yards of processed and unprocessed vegetative waste was observed on-site
during this Facility Compliance Inspection. *Please continue to ensure all waste brought on site is processed
and reused in a timely manner.
22) No off site erosion was observed during this Facility Compliance Inspection.
23) No violations were observed during this Facility Compliance Inspection.
24) *Corrective measures are required as a result of this Facility Compliance Inspection.
