ADDITIONAL COMMENTS
On October 26, 2021 Chuck Kirchner met with Wallace Owens to conduct a comprehensive inspection of the Guilford
County Scrap Tire and White Goods Collection Center on Bishop Road, Greensboro in Guilford County.
1. The facility is a scrap tire and scrap metal and white goods collection center. It also accepts electronics and rechargeable and lead acid batteries and resident drop-off commingled recyclables.
2. The facility is open Monday through Friday 8:00 am to 4:00 pm and may operate Saturday as needed. 3. The facility permit, site plan, and operations plan were discussed.
4. Facility records retention is located at the Guilford County Planning and Development Department, Independence Center, 400 W. Market Street, Greensboro, NC 27402.
5. The facility operational area is a raised concrete pad covered with an awning. Transfer trailers dock at the concrete pad. The facility generally has four scrap tire trailers and one electronics trailer available. White goods that do not contain chlorofluorocarbons (CFCs) are placed in a scrap metal roll-off container stored
adjacent to the concrete pad. White goods that contain CFCs are stored upright in an area adjacent to the concrete pad. When the CFCs have been removed the white goods are placed in the scrap metal roll-off container.
6. Mr. John Hemrick received his Certified Transfer Station Operations Specialist certificate, # TS-2018022, which expires on March 21, 2024.
7. Commingled recyclables are collected in a front load container.
8. Scrap tires are laced in the trailers upon receipt by facility personnel.
9. Four trailers for scrap tires were on site during this inspection. Two were full and ready for pick-up.
10. The facility fills a scrap tire trailer in 1 – 2 days. 11. Mr. Ownes stated that scrap tires are not stored on site unless in trailers. 12. Tires with rims are kept on the north side of the awning. A wedge crusher is brought out from a shed next to the concrete pad and crushes the rims off the tires. The crushed rims are loaded into a crushed rim dumpster near the rimmed tires on the north side of the facility and the tires are loaded onto one of the tire trailers. 13. Aluminum rims are not crushed but kept separate due to increased value. Aluminum rims are delivered by Guilford County to DH Griffen as recycled metal according to Mr. Owens. 14. It is common that four to six scrap tire trailers are hauled-off a week, each containing approximately 1,600 tires according to Mr. Owens. 15. The scrap tire trailers are hauled to Central Carolina Tire Disposal, Inc. (permit no. 43-08TP).
16. Scrap tire certification forms were observed for September 2020. 17. 312,894 Tires have been sent to Central Carolina Tire Disposal from January 2021 through September 2021. An average of 34,766 tires per month.
18. Scrap tires are not stored on the concrete pad/operational area. Although, if required, the concrete pad is designated for scrap tire storage.
19. Scrap tires are not stored outdoors. Although, if required, a grassed area in front of the office/facility has been designated for scrap tire storage. SWS must be contacted within 24 hours in the event of outdoor storage.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

20. A paper copy of the electronic database of tire throughput was observed on site. Some of the things the facility can look up are throughput totals, identify the throughput from a particular generator over a specific timeframe and print out old receipts for generators as needed. Total tire throughput was observed.
21. Electronics are staged on the concrete pad and/or placed onto pallets and into totes. The electronics are shrink wrapped and placed in the trailer. 22. The electronics trailer is hauled to Synergy Recycling, LLC in Madison, NC.
23. The electronics are typically picked up once per week according to Mr. Owens. Records for January 1, 2021 through September 30, 2021 were requested. During that period, 226.41 tons of electronics were hauled off for recycling. 24. The commingled recyclables container is picked up ~ twice a month by Republic and hauled to Republics recycling center (Re-community) at 706 Patton Avenue in Greensboro, NC. 25. The scrap metal container is hauled to D.H. Griffin Companies. Mr. Owens stated that this container is picked up as needed but typically at least once per week. 26. Scrap metal and white goods records were observed for January 1, 2021 through September 30, 2021. During
that period, 165.16 tons of white goods of which 2.04 tons was scrap metal was hauled off for recycling. 27. The scrap metal container is picked up ~ four to six times a month. The tire rim container is picked up as needed but typically once every six months according to Mr. Owens. 28. The CFC’s are removed from white goods by Carolina Refrigerant Recovery (EPA license No.: 037868435680). 29. Chlorofluorocarbons extraction records were observed for November 2, 2020 through October 14, 2021. 30. From January 1, 2021 to October 14, 2021, 1,106 items had CFC’s removed from them. This is an average of ~110 items per month which is down from an average of 255 in 2020. 31. A small container containing incidental light bulbs, RC controller and a small drone was observed in the back room. Mr. Owens stated these items were found mixed in with other recycling that has been dropped off. Guilford County takes these items to Ecoflo in Greensboro according to Mr. Owens. 32. The facility annual report (FAR) was received by the SWS dated July 23, 2021. The tonnage of
scrap tires received and shipped-out for July 2020 through June 2021 is 5,864.32 tons. 33. The facility maintains a copy of the emergency preparedness manual on site. 34. The Pinecroft-Sedgefield Fire Department can be contacted to address an emergency at the facility.
35. The facility annual fire safety survey was conducted on February 10, 2021.
36. No windblown litter was observed on site during this inspection.
37. Some debris was observed below the tire trailers and the scrap metal container in the load out bay. This area should be cleaned out and ensure water is draining from this area as designed.
38. Stormwater from the facility passes through a sand filter prior to discharge. Sand-filter basin appeared in good condition.
39. The facility access road is paved with asphalt.
40. No standing water was noted on site except for the sand filter which appears to be functioning as designed. 41. A concrete curb runs along the access road perimeter. 42. The facility is secured by a locked gate. Personnel are on site during operating hours. 43. The facility has proper signage.

44. The PTO expiration date is September 13, 2022.
45. The PTO renewal application shall be submitted to the SWS by July 15, 2022.
