Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. This site visit was conducted to provide technical assistance to new facility management staff by performing a walkthrough partial inspection and answering questions during the process. 2. The site was secured by gates. Weather resistant signs were posted with the name of the operator, emergency contact information, operating hours, permit number of the current permit authorizing operations, the types of waste that can be accepted under the permit, and that hazardous waste and liquid waste cannot be accepted at the site. 3. The roads were of all-weather construction and were being maintained so that they were accessible by loaded collection vehicles. 4. Waste screening forms were reviewed. The forms showed the final disposition of any unacceptable material encountered and that the facility was conducting enough waste screenings to meet the requirements of 15A NCAC 13B .0405 (8)(A). 5. Facility staff were advised that all required records, including the current permit to operate and approved operations plan, must be maintained on site and available for review upon request. 6. The crack in the metal apron of the transfer hopper that was observed during the July 21, 2021 inspection had been repaired. County staff welded new metal over the crack to prevent waste from dropping through to the loading bay. 7. Metal that was recovered from incoming loads had been placed on the north side of the hopper on the concrete apron. Move all material that has been placed on the apron to the proper location at the end of each operating day so that proper cleaning and maintenance can be conducted as required by15A NCAC 13B .0405 (11). 8. Windblown waste was minimal and was well managed at the time of inspection. 9. The leachate drains in the loading bay and loaded trailer parking area were observed and appeared to be functioning as designed. The leachate collection system is connected to the Bryson City Sanitary Sewer system. 10. Two transfer trailers were on site at the time of inspection, one in the loading bay and one in the loaded trailer parking area. Both trailers appeared to be leak resistant. 11. One trailer was staged to the southeast of the scale house to receive scrap tires; no scrap tires were stored outside the trailer. 12. Construction and demolition material is collected in three roll off containers located to the east of the scale house. No unapproved material was observed in the containers.
