Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. This inspection was conducted to ensure the facility was prepared to operate in compliance with the rules and permit. 2. Observed the new scale house and scales to weigh all incoming loads. 3. The diversion ditches along the northern property line and southern property line had been installed to flow storm water into the stormwater pond located in the western corner of the property. 4. Facility staff decided not to abandon the well on -site and will maintain the 100-foot buffer around the well. 5. The area south of the feed stock of grass clippings and yard waste was observed. It was recommended to the facility staff to install a diversion ditch and stormwater pond to collect any stormwater runoff from the feed stock piles. Mr. Fisher stated he would be able to install these features and be ready for a final inspection on Monday October 18, 2021. 6. An inspection was conducted on Monday October 18, 2021 of the diversion ditch and stormwater pond south of the feed stock pile area. 7. The areas surrounded by diversion ditches and stormwater basins to be used for active composting and feedstock storage. Final products to be stored outside of this area south of the scale house. 10. The permit was approved and issued October 18, 2021 and the facility is authorized to commence operations.
