A. 15A NCAC 13B .0405 (b), "Water that comes into contact with solid waste is leachate and shall be collected
from the site for disposal to an approved facility or discharged directly from the site into a sanitary sewer
line."
Permit to Operate, Attachment 1, Part VI (17), "All water or liquid that comes in contact with solid waste,
including vehicle wash -down water is leachate and must be captured and properly treated before release into
the environment."
RESOLVED: The curbing had been installed along the sides of the transfer trailer loading bay access roads. The
curbing was installed to prevent any leachate from leaving the collection system during the cleaning of the transfer
trailer bays. On September 28, 2021, after a review of additional analytical data, Ms. Christine Ritter, Solid Waste
Section Hydrogeologist, recommended no further action was needed for the previously identified leachate-stained

soils. Continue to monitor and make repairs as needed to ensure that the leachate does not leave the
containment area.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The Life of Site Permit was issued June 28, 2017. The Facility is required to submit an annual facility report on or
before August 1 annually.
2. All records were not reviewed during this inspection.
3. The facility had three expired operator certifications posted at the time of the inspection. Mr. Deming stated that
the employees had either completed the training or no longer worked at the facility. Ensure that current operator
certificates are posted and updated or removed as needed. The following are facility certified personnel:

4. Minimal windblown waste and grit were observed near the drains of the leachate collection system, at the bottom
of the apron. Ensure that the waste and grit are removed so that the leachate collection system functions
properly.
5. Some waste was observed within the MSW transfer trailer bay. Mr. Deming stated that the bay is cleaned out
between trailer loads and at the end of the day. The recycling transfer trailer bay was clean with no waste. Mr.
Deming stated that the recycling bay had been cleaned with the power washer the night prior. Continue to remove
waste from the transfer trailer bays as needed throughout the day and at the end of the day.
6. A layer of the sludge was identified on the tipping floor. The sludge may be the result of the waste coming in contact
with rainwater in the residential containers. Mr. Deming stated that the tipping floor is power washed each evening.
Mr. Deming provided photographs of the cleaned tipping floor.
7. Portions of the southern wall of the transfer station building had been repaired. Any additional repairs as identified
in the transfer station assessment would be completed pending comments from the permitting engineer.
8. Digital photographs were taken during the inspection.
