OBSERVED VIOLATIONS: 15A North Carolina Administrative Code (NCAC) 13B .0838(e) states: Each detention and treatment facility shall be designed, constructed, and maintained in such a manner as to:
(1) Prevent leaks or the flow of septage out of the facility into the seasonally high water table, onto the ground surface, or into any surface waters;
On October 12, 2021, Taylorsville Precast Molds, Inc. was in violation of 15A NCAC 13B .0838(e) because the 3,500-gallon concrete tank used for the storage and treatment of domestic septage (including portable toilet waste) and grease
trap pumpings. was observed leaking contents onto the ground. On October 14, 2021, Taylorsville Precast Molds submitted photographs of repairs to the tank. No further action is necessary.

ADDITIONAL COMMENTS
1. This Septage Detention and Treatment facility (SDTF) consists of one 1,500-gallon concrete tank and one 3,500-gallon concrete tank for storage and treatment of domestic septage (including portable toilet waste) and
grease trap pumpings.
2. Set-back/buffer requirements appear to have been met.
3. Appropriate signage (No Trespassing signs) was posted at the entrance. 4. The access road to the tanks are to be maintained. 5. The 3,500-gallon concrete tank was observed leaking. On October 14, 2021, Taylorsville Precast Molds submitted photographs (see below) of repairs to the tank.
6. Vegetation was cleared around the tanks.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
