PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:
1. RESOLVED: 15A NCAC 13B .0203(d): cited for failure to comply with Operating Permit Conditions 10 and 29.
Operating Permit Condition 10 requires Davie County Compost Facility to manage leachate generated at the
facility and any runoff from the facility in such a manner that ground or surface water quality will not be adversely
affected.

To prevent the flow of leachate from the leaf stockpile area to the on -site stream, facility staff constructed an
earthen berm with a small catch basin to collect the leachate so that it could be pumped out and transferred to the
compost operations pit. The berm and catch basin were inspected and found to be functioning as designed in the
approved action plan. No leachate was leaving the leaf stockpile area. Therefore, the violation of 15A NCAC
13B .0203(d) pertaining to Operating Permit Condition 10 is considered to be resolved.
Operating Permit Condition 29 requires Davie County Compost Facility to prevent the discharge of pollution,
dredged material, and/or fill material into waters of the state.
To prevent the discharge of leachate into water of the state, facility staff constructed an earthen berm with a small
catch basin to collect the leachate so that it could be pumped out and transferred to the compost operations pit. The
berm and catch basin were inspected and found to be functioning as designed in the approved action plan. No
leachate was leaving the leaf stockpile area. Therefore, the violation of 15A NCAC 13B .0203(d) pertaining to
Operating Permit Condition 29 is considered to be resolved.
2. RESOLVED: 15A NCAC 13B .1406(4) cited for failure to contain or treat leachate on site prior to discharge.

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance to the facility.
2. The facility actively maintains internal access roads due to recent and ongoing precipitation.
3. It appears windrows were being maintained at/near the approved size as stated in the approved operations plan. Mr.
Carter stated that facility staff continue to cover windrows with carbonaceous materials and mature compost to
prevent odors.
4. During the inspection, facility staff were loading compost from the pit and transporting to the composting area to
form windrows.
5. No objectionable odors were detected at the facility or off -site.
6. The facility was approved on December 18, 2018 on a 6-month trial to accept engineered wood material (Langboard
OSB and Norboard OSB). The facility has concluded the demonstration and a report was submitted to the section
on January 28, 2020. Mr. Wallace stated they are no longer accepting the engineered wood material.
7. During the inspection facility staff were screening compost in preparation for bagging.
8. During the inspection, the earthen berm and small catch basin were observed to be filled nearly to capacity with
leachate. Facility staff were advised to pump out the basin to prevent a leachate release.
Records
9. A copy of the current permit and operations plan are maintained in the office.
10. Composite sampling records were reviewed. The most recent report was September 29, 2021. The facility tests
every six months.
11. Temperature logs dated December 17, 2019 to October 1, 2021 were reviewed. Temperatures appeared to be
maintained at or above the required temperature.
12. Feedstock tonnage records were reviewed. The facility has received and composted 78,406.92 tons from July 1,
2021 to September 30, 2021.
