STATUS OF PERMIT: C&D Landfill Permit To Operate (PTO) issued October 7, 2021 Life of Site Permit for Phases 1, 2 and 3 T&P Operation PTO issued in conjunction with C&D Landfill PTO T&P Operation PTO expiration date September 27, 2024 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS On October 7, 2021, Chuck Kirchner met with Seth Heath and Joseph Richardson to conduct a phase 3B pre-operational partial inspection of the WI High Point Landfill, LLC - C&D Landfill and C&D Treatment and Processing Operation located on Riverdale Drive in Jamestown, Guilford County. General Facility and Permit Information 1. The facility is a construction and demolition debris (C&D) landfill with a C&D treatment and processing (T&P) operation. 2. The new facility permit approves the operation of the C&D landfill Phase 1, 2 and 3 and the C&D T&P operation. Facility Inspection 3. The facility construction of Phase 3B observed during this inspection. 4. Stormwater is ponding in the bottom of cell 3B. Ensure waste is not placed directly in water. Mr. Richardson stated GFL plans to build a berm below any C&D waste to capture any leachate. Stormwater below the berm will be pumped out as needed to keep water levels low. See Picture # 1 below. 5. Ensure stormwater does not enter basin area from areas outside of Phase 3. 6. An underdrain stone filter is installed below phase 3B. CQA report by Smith and Gardner dated September 2021 (FID 1609827) shows at least four feet of structural fill above the underdrain stone filter. Stone is wrapped in filter fabric and filter drain outlets one the south side below Phase 3B. See picture # 2 below. 7. Phase 3A area near to capacity according to Mr. Richardson and site is prepped to start placing material in the northwest corner of Phase 3B. 8. The landfill footprint is designated by edge of waste markers. Ensure edge of waste markers are installed around Phase 3B. 9. Good grass cover was observed on capped sections of the landfill. 10. No windblown litter was observed this inspection. 11. The facility shall cover solid waste with six inches of soil or approved ADC when the waste disposal area exceeds one-half acre and at least once weekly. 12. The facility has a good amount of soil stockpile on site. 13. Areas around Phase 3B have good vegetative stabilization. Continue to seed and mulch as needed to ensure vigorous grass growth is sustained in all disturbed areas around Phase 3B. General Comments 14. Mr. Richardson stated that the landfill is mowed once a year. Ensure that mowing is done regularly to prevent saplings from taking root and to provide good visibility of any problems such as a leachate breakout on the cap. This is typically accomplished by mowing twice per year, once in the spring and fall. In addition, mowing twice per year ensures access to stormwater, landfill gas and monitoring wells sampling points are maintained in an accessible condition. 15. A water truck for dust control is available for use on site and was being used during this inspection. 16. Ensure leachate does not mix with stormwater in the Phase 3B operational area or get into the stormwater collection system. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility has a proper sign.
