The Notification Letter for N1096 was issued by the Solid Waste Section on February 16, 2018. The site is recorded in
deed book 2918, pages 723-738.
The Notification Letter for N0712 was issued by the Solid Waste Section on December 1, 2006. The site is recorded in
deed book 2253, pages 770-772.
PURPOSE OF SITE VISIT:

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. The sign at the entrance to the landfill is installed and posted as required. Individual signs are also located at each
notified site.
2. The access road to the facility is being managed properly at this time.

3. One edge of waste marker was observed in the southwestern corner of the landfill. The northwestern edge of
waste marker appeared to be a large wooden post and was located within the side slope of the roadway to the top
of the landfill. Two piles of cut logs were observed to be stored outside of the edge of waste. Based on a telephone
conversation with Mr. Collie, the pine logs are separated out from the LCID waste and sold to a local sawmill.
The hardwood logs are separated out and sold as firewood. Ensure that all LCID waste is within the edge of
waste boundaries. Ensure that all edge of waste markers are visible from one to the next.
4. The landfill working face was approaching one acre. Ensure that the working face is densely compacted and
covered with soil monthly or when the working face reaches one acre in size, whichever occurs first.
5. The waste stream appeared to be relatively clean. A plastic tarp was observed along the eastern side slope and a
metal cable was observed within the access roadway. The plastic tarp, metal cable, and any additional
unacceptable waste need to be removed and properly disposed of.
6. The side slopes are to be kept at a slope of no greater than 3: 1. This includes the working face.
7. Stockpiles of concrete and brick are located to the north of the LCID. Metal rebar was identified within the
stockpiles. The metal needs to be removed from the concrete within the stockpiles and properly recycled or
disposed of.

8. During this inspection, an excavated area was observed at the top of N0712. Based on a telephone conversation
with Mr. Collie, the excavation was started as part of the reworking of the slopes to meet the 3 horizontal to 1
vertical requirement. Continue to rework the slopes to meet the 3:1 slope requirement.
9. The landfill has well established vegetative cover. No erosion was observed at the time of this inspection.
10. Corrective measures are necessary at this facility. Measures to bring the facility into compliance must be
completed within 30 days of receipt of this report. The Solid Waste Section will conduct a follow-up
inspection in 30 days to ensure issues noted in this inspection report have been addressed.
