The VIMP modifications in this request are related to Suites 110, 111, & 112 located on the northern most portion of Building 2 – North. On October 28, 2020, the DEQ Brownfields Program provided approval for the Vapor Intrusion Mitigation Plan – Revision 1 dated October 2, 2020 related to installation of a vapor intrusion mitigation system (VIMS) during renovation/upfit activities for the existing Building 2 – North. In accordance with the DEQ-approved VIMP, an active sub-slab depressurization (SSD) system using the Cupolex® aerated floor system, a new concrete slab, and electric fans along with a Ms. Carolyn Minnich October 11, 2021 Page 2 S:\AAA-Master Projects\ATCO LLC - ATC\ATL-001 - Rite Aid\Task-009 Brownfields\VIMS Design\VIMP Mod - Sept 2021\Revision 1\VIMS Mod Request_Building 2 - North_Suites 110,111,112_Rev 1_101121.docx vacuum alarm system are proposed to be installed during renovation of the building. Currently, renovation activities are underway in Building 2 – North to upfit the building for commercial purposes. A previous VIMP – Modification Request, dated May 4, 2021, was approved by DEQ in a letter dated May 13, 2021. The May 2020 modification request included Revision 2 VIMS design drawings dated April 19, 2021. The proposed VIMP modification detailed here-in includes VIMS design drawings identified as Revision 3, and dated August 2, 2021, included as Attachment 1. A description of the redevelopment conditions requiring the VIMP modifications is described in the following paragraphs. The northern portion of Building 2 – North includes three suites identified as Suites 110, 111, and 112 (see Sheet VM-1). These three suites are proposed to each be occupied by a restaurant business. The specific tenants for these suites are not yet selected and therefore the specific restaurant layouts are not yet known. The Cupolex aerated floor and concrete slab will not be installed until a tenant upfits these suites to avoid removing large sections of Cupolex and the new slab during upfit activities. The proposed Cupolex aerated floor system in the DEQ-approved VIMP includes an interconnected Cupolex floor below Suites 110, 111, and 112, and the remaining building. The Cupolex system is designed to increase sub-slab annular space to assist in sub-slab depressurization after the entire interconnected floor system is installed. However, if an area of Cupolex is left open and not sealed, then air will be pulled by the active fans of the SSD system from outside of the Cupolex system. Although potentially contaminated sub-slab vapors will still be removed from below the proposed slab by the active fans of the SSD system, the added air from outside of the Cupolex system will impact the ability of the proposed SSD system to build vacuum within the Cupolex system. Because upfit of the restaurant suites may occur at a later date than the remaining portions of the building, the proposed modifications included in this modification request are to allow for the active SSD system to effectively operate for the completed portions of the building prior to completion of Suites 110, 111, and 112. The proposed VIMP modifications described below were developed in accordance with DEQ Division of Waste Management (DWM) Vapor Intrusion Guidance. Ms. Carolyn Minnich October 11, 2021 Page 3 S:\AAA-Master Projects\ATCO LLC - ATC\ATL-001 - Rite Aid\Task-009 Brownfields\VIMS Design\VIMP Mod - Sept 2021\Revision 1\VIMS Mod Request_Building 2 - North_Suites 110,111,112_Rev 1_101121.docx Proposed VIMP Modifications A description of the proposed VIMS modifications in the Revision 3 design drawings is described below. • A cut-off concrete footer (turned down slab) will be installed to separate Suite 107 from Suites 110, 111, and 112. A cut-off footer will also be installed between Suite 110 and Suite 111, and an additional footer between Suite 111 and Suite 112. The cut-off footers will be constructed to create an air tight barrier between the suites to separate the void space of the Cupolex aerated floor between the completed areas and incomplete areas. In addition to the footer, a demising wall between Suite 107 and Suites 110,111, and 112, and demising walls between Suites 110 and 111, and between Suites 111 and 112 will also be constructed. The demising walls will be an interior stud framed wall finished with drywall that will be constructed from the existing floor to the existing roof. Each wall will be constructed to prevent direct air transfer between the suites and each suite will contain separate HVAC equipment and systems that do not connect to the adjacent suites. Furthermore, no doors, windows, or open conduits that will allow direct air transfer will be installed in these demising walls. If a conduit must be installed for utility purposes through the demising wall, it will be sealed with a sealant to prevent air transfer between the suites. • The cut-off footer and demising wall described above located between Suite 107 and Suites 110, 111, and 112 will be installed during building renovation to separate the suites prior to completion of the VIMS and occupancy of the building. In addition, the influence testing and indoor air analytical testing as described in the DEQ-approved VIMP and subsequent modification requests will be completed prior to occupancy of each suite. The proposed cut-off footer and demising wall between the individual restaurant suites (Suites 110, 111, and 112) will be installed prior to occupancy of the restaurants, but may not be installed prior to occupancy of Suite 107. • A new riser, identified as Riser F-5, will be installed to provide sub-slab depressurization of the proposed restaurant Suites 110, 111, and 112 (see VIMS Drawings – Rev 3). Riser F-5 will contain an electric radon fan and differential pressure sensor connected to the Ms. Carolyn Minnich October 11, 2021 Page 4 S:\AAA-Master Projects\ATCO LLC - ATC\ATL-001 - Rite Aid\Task-009 Brownfields\VIMS Design\VIMP Mod - Sept 2021\Revision 1\VIMS Mod Request_Building 2 - North_Suites 110,111,112_Rev 1_101121.docx proposed Sentinel alarm system. The fan and discharge will contain a pipe manifold with an individual 3-inch diameter PVC riser that connects to the Cupolex void space for each restaurant suite. A ball valve will be installed on each individual riser to allow air cut-off to a specific suite until upfit of that particular suite is completed. After the Cupolex floor and new concrete slab is installed in each suite, the ball valve will be opened to allow for influence testing and activation of the system. The ball valve will be located within a wall access panel with a locked door and labels inside of the access panel will read “Vapor Mitigation System – Contact Maintenance” or similar, to prevent unintended changes to the valve open/close position. • A sub-slab vacuum monitoring point will be installed within each restaurant suite in the same manner as the proposed monitoring points in the DEQ-approved VIMP. Each restaurant suite will contain its own interconnected Cupolex void space, and thus one monitoring point each suite will provide sub-slab vacuum data across the entire suite. There are no planned cut-off footers inside of each individual suite planned. • The location for Riser F-4 will be moved approximately 50 feet to the north from the bathroom storage room to within the demising wall between Suite 107 and Suite 111. Riser F-4 was proposed to be located in the bathroom storage room in the VIMP Modification request dated May 2, 2021. The suite layout plans changed which would have caused the riser pipe to be exposed within the suite above the bathroom. Because the proposed demising wall will run from the floor to the ceiling, the riser pipe will be better protected and less visible to tenants if installed within the wall itself. The new proposed location will still interconnect with the Cupolex void space throughout Suite 107 and provide the same vacuum coverage as the previously proposed location. Because Suite 107 is proposed to be completed prior to the restaurant suites, an additional pre- occupancy indoor air sample will be collected in Suite 107 at the approximate location shown on Sheet VM-1. One additional indoor air sample will be collected from each restaurant suite (Suites 110, 111 and 112) prior to occupancy with the same methods and reporting requirements as Ms. Carolyn Minnich October 11, 2021 Page 5 S:\AAA-Master Projects\ATCO LLC - ATC\ATL-001 - Rite Aid\Task-009 Brownfields\VIMS Design\VIMP Mod - Sept 2021\Revision 1\VIMS Mod Request_Building 2 - North_Suites 110,111,112_Rev 1_101121.docx indicated in the VIMP. The quality control samples described in the VIMP including a duplicate indoor air sample and background ambient air sample will be collected during each sampling event. Furthermore, the semi-annual indoor air sampling events indicated in the VIMP will also apply to these restaurant suites following the initial pre-occupancy sampling event. In addition, while the restaurant suites may be upfitted at a later date then the rest of the building, the same VIMS inspections, DEQ notifications, pre-occupancy influence testing, post-construction quarterly vacuum monitoring, and reporting requirements as indicated in the DEQ-approved VIMP will be followed for these suites. According to the DWM Vapor Intrusion Guidance: “Risk-based screening is used to identify sites or buildings likely to pose a health concern, to identify buildings that may warrant immediate action, to help focus site-specific investigation activities or to provide support for building mitigation and other risk management options including remediation.” In addition, this VIMP modification request was prepared to satisfy the vapor intrusion mitigation condition in the Brownfields Agreement. Per the North Carolina Brownfields Property Reuse Act 130A-310.32, a prospective developer, with the assistance of H&H for this project, is to provide NCDEQ with “information necessary to demonstrate that ... as a result of the implementation of the brownfields agreement, the brownfields property will be suitable for the uses specified in the agreement while fully protecting public health and the environment instead of being remediated to unrestricted use standards.” It is in the context of these risk-based concepts that H&H’s professional engineer makes the following statement. The Vapor Intrusion Mitigation System (VIMS) detailed herein is designed to mitigate intrusion of subsurface vapors into the subject building from known Brownfields Property contaminants in a manner that is in accordance with the most recent and applicable guidelines including, but not limited to, DWM Vapor Intrusion Guidance, Interstate Technology & Regulatory Council (ITRC) guidance, and American National Standards Institute (ANSI)/American Association of Radon Scientists and Technologists (AARST) standards. The sealing professional engineer below is satisfied that the design is fully protective of public health from known Brownfields Property contaminants.
