PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: 15A NCAC 13B .0542 OPERATION PLAN AND REQUIREMENTS FOR C&DLF FACILITIES: (f) (1) & (2) • Rule was attached to the email with inspection report. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 5 ADDITIONAL COMMENTS: 01 - This Life of Site Permit approves the continued operation of the C&DLF Unit phases 1-9 and 3301-COMPOST-2020. The Permit to Operate for the Edgecombe County C&D Landfill was recorded in the Edgecombe County Register of Deeds on April 07, 2010 in Deed Book 1551 Pages 645-669. (DIN 10349). 02 - This facility is permitted to receive permitted waste generated in the following North Carolina counties: Edgecombe, Nash, Halifax, Wilson, Pitt, and Martin. 03 - The scrap tires are being collected in an open top trailer for further processing. Area appears to be managed well. 04 - Facility Certified Landfill Operations Specialist: Larry Moore: expires 4/24/2022, Gloria A. Moseley, expires 10/21/2023, and William Exum, expires 9/21/2023, Chris Meyers, expires 9/8/2024 and Brandon Kelly, expires 9/8/2024. 05 - The signage at this facility has all required information posted. 06 - Random screenings are being done at the scale house and working face. 07 - The Monitoring wells are locked and have identification tags with information. 08 - Pesticide container building is being managed well. 09 - This permitted facility has a Convenience Center located inside the landfill footprint. Site clean. 10 - Waste at the convenience center is placed into containers and has directional signs that directs citizens where each type of waste is to be placed. 11 - The C&DLF has a large working face. Minimal Cover material was stockpiled at the working face. Not sure if equipment and/or staffing issues (or both) is the problem with in-adequate cover material. Facility has a borrow pit to obtain cover material. This needs to be addressed with upper management. 12 - Working face was not properly covered within the weekly at a minimum or when the working face reaches one half acre or whichever comes first. 13 - Due to the cover issue above, this has been noted as an Observed Violation; 15A NCAC 13B .0542 OPERATION PLAN AND REQUIREMENTS FOR C&DLF FACILITIES: (f) (1) & (2). Rule was attached to the email along with this inspection report link. 14 - There was a leachate breakout found on the West side, at the edge of the edge of waste. This must be repaired to prevent the leachate from leaving the landfill footprint. 15 - This facility has 30 days to come into compliance or there will be A NOTICE OF VIOLATION ISSUED. 16 - There will be a Follow-up Inspection performed to ensure compliance has been met at the deadline of 30 days. If compliance has been achieved before the deadline of 30 days, facility can contact John College for an earlier compliance inspection to resolve this Observed Violation. 17 - Non conforming waste is being pulled out of the waste stream and taken to the proper disposal areas. 18 - Windblown trash was minimal during this inspection. 19 - Edge of Waste markers are present. 20 - White goods area is being managed okay. 2 window unit air conditioners were found in the scrap metal pile. These were removed from scrap metal pile when found. Moved to white goods area for CFC removal. 21 - This facility is permitted for mobile home de-construction at the working face. None on-site today. 22 - Digital pictures were taken during this inspection and some attached to this report. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
