STATUS OF PERMIT: The Permit to Operate Phases 1, 2 and 4 of the Municipal Solid Waste Landfill (8401-MSWLF-1999), the C&D Landfill Unit on top of a closed MSW Landfill (8401-CDLF-1997) and the Post-Closure Care Requirements for the closed unlined MSW Unit (8401-MSWLF-1983) was issued to City of Albemarle on August 8, 2016. The Permit to Operate shall expire on August 8, 2021. Information has been submitted regarding a permit renewal and is currently under review by the Permitting Branch.

ADDITIONAL COMMENTS 1. The facility consists of a MSWLF, yard waste/compost area, white goods area, scrap tire collection, battery collection and a drop-off area for residential waste. 2. The service area for the facility is Stanly County. 3. Proper signage is located at the entrance of the facility. 4. All access roads were being maintained and in good condition. Operations Inspection of the Municipal Solid Waste Landfill (8401-MSWLF-1999): 5. The facility was operating in Phase 2.
6. The facility is approved to utilize tarps and Posi-Shell as an alternative cover material. 7. The working face was well controlled. 8. No unacceptable waste was observed.
9. Windblown litter was well controlled. 10. Edge of waste markers were being maintained. 11. Good vegetative cover was being maintained on Phase1 of the MSWLF and the inactive areas of Phase 2 of the
MSWLF. 12. Take measures to remove woody vegetation on the slopes of Phase 1 of the MSWLF. 13. Adequate freeboard was observed in the leachate pond. The fabric on the leachate pond is in need of repair. 14. The leachate collection system includes a force main and pump station. 15. As discussed, please contact the Permitting Branch regarding any permitting requirements to use aged/broken down mulch as cover. Construction and Demolition Landfill (8401-CDLF-1997): 16. No unacceptable waste was observed. 17. Windblown litter was well controlled. 18. Edge of waste markers were being maintained.
19. Good vegetative cover was being maintained on the inactive areas. 20. Leachate is gravity fed thru a leachate line to the lagoon.
Operations Inspection of the Scrap Tire Area: 21. Tires were being collected in covered trailers and being stored properly.
Operations Inspection of the White Goods Area: 22. White goods containing Freon were observed separate from other metals and were being stored properly. Treatment and Processing Area/Small Type 1 Compost Area: 23. Land clearing debris is kept segregated from yard waste and yard trash. 24. The ground material containing yard trash is used on site. Ground land clearing debris is sold to the public. 25. Leaves are windrowed separately and composted. 26. No unacceptable waste was observed.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Records Review: 27. Reviewed the operations plan, tonnage records, comprehensive daily inspection forms, training records,
groundwater, surface water and leachate semi-annual reports, methane monitoring records (conducted quarterly), special waste records, asbestos records, leachate disposal records and random load inspection records (1 per week for both the CDLF and the MSWLF). 28. 375,661.90 gallons of leachate was discharged to the City of Albemarle sanitary sewer system in September 2021. 25.
