The facility consists of a MSW transfer station, tire collection site, white goods collection site, metals collection site, and other recyclables collection area. 2. The current Permit to Operate was issued on April 11, 2006. General Condition 3 of Permit No. 22-02-T states: This permit is subject to review in accordance with 15A NCAC 13B .0201(e) on or before April 12, 2011. On or before April 12, 2011, the owner shall submit a request for review and shall update pertinent facility plans including the facility operation and waste screening plans. 3. The service area for this facility is Clay County. 4. Collected waste is transported from this facility to the Pine Bluff Landfill, Cherokee County, Ga. 5. Operational records for the facility were available at the Clay County Solid Waste offices located at 1160 Hilton Road (SR 1148) near Hayesville. 6. The facility shipped out 504.21 tons of waste during the month of May 2009. 7. Hours of Operation: Monday-Saturday: 8:00 a.m. to 5:00 p.m. 1Wednesday: 8:00 a.m. to 12:00 p.m. Closed Sundays 1Beginning July 1, 2009, the transfer station will he closed on Wednesdays until further notice. 8. A Review of training records include, but not limited to the following SWAN A certifications for all facility areas of operation: Name Certification Expiration Date Larry Hogsed CTSOS 2/27/12 Billy Chastain CTSOS 2/22/11 It is suggested that additional personnel receive certification training. CTSOS -Certified Transfer Station Operations Specialist 9. Waste screening records were reviewed. During the month of June, screenings were done on 6/2, 6/3 (1,200 lbs), 6/9 (1,740 lbs), 6/12 (740 lbs) and 6/16 (900 lbs). Items that were found were properly disposed and noted in the records. 10. Tire fonns were reviewed. All forms appeared to be filled out correctly. If a member of the public brings five or more tires, a form is filled out. 11. The tire collection area was observed. This is a semi-trailer and all tires were in the trailer. A trailer is filled every one to two weeks. 12. The tipping floor was observed. Staff on hand was doing a good job of assisting the public in unloading of waste. 13. The leachate collection tank was observed. The collection of leachate varies greatly with the weather. During dry periods, it is emptied every 2 to 4 months. At the time of audit, the tack is emptied twice every week. The leachate is transported to the Hayesville WWTP. Freon is removed by staff and then moved against the wall. · 15. Other materials recycled are plastic, empty propane tanks, aluminum cans, steel cans, cardboard and newspaper. These are collected in separate containers. 16. Used batteries were stored on a pallet in an upright position. 17. There are two tanks that receive used oil and antifreeze. These tanks are covered but setting on the ground. Used oil filters are placed in drums. 18. No wind blown litter was observed. Staffis doing a very good job of maintaining a clean area around the tipping floor area. 19. There were three fire extinguishers on site. The leachate collection tank was observed. The collection of leachate varies greatly with the weather. During dry periods, it is emptied every 2 to 4 months. At the time of audit, the tank was approximately 1 foot from the top. Staff said the tank would be emptied very soon. The leachate is to be transported to the Hayesville WWTP. No evidence of leachate leaking from the semi-trailers or of the transfer station itself was observed. 3. The tipping floor was observed. Some of these items are, or are in the process of, being relocated under the shed. 6. Used batteries were stored on a pallet in an upright position. 7. Matthews Director April 30, 2009 Re: Yard Waste Facility Notffication -Annual Submission by June 1st Clay County Transfer Station -YWN~22-001 -Clay Coun~y Dear Larry Hogsed, Dee Freeman Secretary The Division of Waste Management, Solid Waste Section, currently has your facility on file as a Yard Waste Facility. Pursuant to 15A NCAC 138 .1402(g)(3), the owner or operator of any Type 1 Yard Waste Facility which occupies less than two acres of land and, processes and stores less than 6,000 cubic yards of material quarterly shall submit a Yard Waste Facility Notification form to the Solid Waste Section by June 1st of each year. If you wish to continue to operate this facility, the enclosed Yard Waste Facility Notification form should be completed and returned to our office by June 1, 2009. If you have already submitted a Yard Waste Facility Notification form this year we will require a new submittal by the June 1st date in order to have all facilities on the same yearly permit rotation from June 1st to May 31st of the following year. Please pay careful attention to the information requested on page two of the notification form. The composting required for a Yard Waste Facility must minimally include the formation of windrows and annual turning of leaves. If you need assistance with establishing the proper composting requirements for a Yard Waste Notification you may contact your area Environmental Senior Specialist (contact information for the Environmental Senior Specialists can be found at www.wastenotnc.org/swhome/FieldOpMapC.pdf ). If this facility is no longer active, please complete the enclosed Notice of Ceased Operation of a Yard Waste Facility form and return it to our office.
