PURPOSE OF AUDIT:
Inspection of solid waste transfer facility.
VIOLATIONS NOTED {citation and explanation):
Rick Bracken, Transfer Station Operator, and
Michael Anderson, County Manager, represented
Clay County
(1) Item 5(d) in the conditions of the permit states that the transfer loading area shall be
maintained in a sanitary, clean condition after hours in accordance with the approved
operational plan. The County Transfer Station has been operating in violation of this
condition in that the trailer loading area needed cleaning, and waste (that had been thrown
over or spilled from the trailer) needed to be picked up.
(2) Item (5)(e) in the conditions of the permit states that leachate and wastewater
accumulation will be managed by a chemical inert sorbent material as specified within the
approved operational plan. The Clay County Transfer Station was operating in violation
in that wastewater accumulation was not being managed by a sorbent material.
(3) Item II (B) [Personnel] in the Operation Plan for the transfer station states that a
minimum of 2 staff employees are required for the daily operation of the transfer station.
The transfer station was operating in violation of this item in that only one person was
working at the site at the time of the inspection.
(4) Item II (E) [Housekeeping, Litter, and Vector Control] in the Operation Plan for the
transfer station states that throughout the day, and at the end of each working day, facility
personnel will police the building and surrounding site for litter. The Clay County
Transfer Station is operating in violation of this item in that litter is not being picked up
as required.
NOTE: Item No. 2 above reflects problems with wastewater. Since the transfer station permit
was issued, the wastewater treatment plant has been expanded and can now accept the
wastewater. Based on this fact, Clay County must install a tank to collect leachate and dispose of
this material at the wastewater treatment plant. A pump and haul permit from the DENR Water
Quality Section may have to be obtained to haul the wastewater.
