The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is permitted as a Large Type 1 Solid Waste Compost Facility
2. Proper signage was observed at the entrance to the facility.
3. Access road into the facility was in good operational condition.
4. The facility is located on a parcel owned and operated by the City of Gastonia. The active operations footprint is
contained within the abandoned drying beds for the retired Catawba Creek Wastewater Treatment Plant previously
located on this property. The WWTP was retired in the early 1990s.
5. The facility is not open to the general public for disposal of yard trash. The facility only accepts wastes that are
generated by the City of Gastonia.
6. The current permit and operations plan is maintained in the office of Allison Brockman, Division Manager of Solid
Waste. A copy of the current permit and operations plan is kept on -site in a mailbox.
7. Gaston County's leaf collections season is from October 15 to February 15. Yard waste passively compost until
grinding of yard wastes which typically is done on -site one to two times a year.
8. Temperature records were reviewed (12/5/2019 to 10/6/2021). Temperature requirements were being met prior to
distributing to the public. Prior to the sale of "Black Gold" temperatures are taken three (3) continuous days to
ensure the 131 degrees F ensuring the pathogen reduction criteria are met.
9. The facility was well maintained.
10. No prohibited wastes were observed. A roll out is located on the property to deposit the occasional unacceptable
waste.
11. No standing water or leachate were observed.
12. The facility must have a trained operator, in accordance with 15A NCAC 13B .1406(19), no later than
November 1, 2022. A responsible individual trained in facility operations must be onsite during all operating
hours of the facility.
