STATUS OF PERMIT:
6403-LCID-2020: Permit to Construct and Permit to Operate was issued July 13, 2020, and the Permit to Operate will expire
on July 13, 2025.
PURPOSE OF SITE VISIT:
Compliance Inspection.
STATUS OF PAST VIOLATIONS
None.
OBSERVED VIOLATIONS
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1. 15A NCAC 13B .0566 (6), "An operator shall be on duty at all times while the site is open for public use to
assure compliance with operational requirements and to prevent acceptance of unauthorized wastes." The
hiring of additional employees may be required to properly manage the LCID. It is also recommended that a shelter
is provided for the employee managing the LCID. Mr. Barnes stated that the LCID would not be used until an
attendant could be hired. Another option Mr. Barnes voiced, was the LCID would be opened as needed and an
attendant would follow each customer to the LCID. The landfill shall be managed in accordance with the rules,
permit and approved operations plan.
2. The previously mown vegetation of the LCID has continued to grow. It is recommended that mowing be completed
on a regular basis to prohibit the growth of vegetation strong enough to puncture vehicle tires.
3. The roadway to the Phase I LCID cell has been completed to the turnaround at the end of the Phase I LCID cell.
Based on the approved construction plans, a roadway is required to be constructed around the entire LCID. The
roadway around the LCID will improve traffic flow and provide access for fire -fighting vehicles. This roadway
MUST be completed around the LCID by December 31, 2021, in accordance with the approved plans.
4. The sediment basin to the northeast of Phase I of the LCID has been constructed. Three porous fabric baffles run
the length of the sediment basin. The sediment basin also consists of a skimmer, concrete riser, and an emergency
spillway. Vegetation has begun to grow on the side slopes of the sediment basin. Measures to monitor and maintain
the basin should be put into place and followed.
5. The sediment basin had drained since the last inspection. During this inspection, it was recommended that the
skimmer and outfall be inspected to ensure that the basin is functioning properly. Any excess soils deposited into
the basin from onsite erosion should be removed as conditions allow to ensure proper function of the basin moving
forward.
