Dear Jackie:
On behalf of Burke County, LaBella Associates is submitting this request for an extension for
implementation the Landfill Gas Remediation Plan (LGRP) for the East Burke Landfill (Permit #
12-02). The LGRP was originally submitted in June 2018 as a single document presenting plans
for landfill gas remediation at both the Kirksey Drive Landfill (Permit # 12-01) and the East
Burke Landfill (Permit # 12-02). In April 2020, we requested an extension for the installation of
proposed gas intercept trenches at the East Burke Landfill to Fiscal Year 2022 (FID 1401383) due
primarily to the County's plans to replace to build a new convenience center and then close the
East Burke Convenience Center. You approved the request on April 23, 2020 (FID 1401388).
Unfortunately, there have been delays in the construction of the new convenience center. The
original site for the new convenience center turned out to be unsuitable, so the County had to
search for and purchase another property, on which they only recently closed. The County now
needs to complete design of the new convenience center, get the budget approved for
construction, solicit bids, and then construct the new facility. The East Burke Convenience
Center cannot be closed until the new convenience center is open, which is now anticipated to
be in the fourth quarter 2022 or first quarter 2023 (i.e., Fiscal Year 2023).
Construction of the proposed gas intercept trenches at the East Burke Landfill cannot be
completed while the convenience center facility is operating because the main trench needs to
cross the entrance to the facility; therefore, we request an additional extension to Fiscal Year
2023 for construction of these trenches. This will also give the County more time to plan and
budget for the trench installations. Please let us know if this is acceptable to the NCDEQ.
