October 4, 2021 Jaclynne Drummond Compliance Hydrogeologist NC Department of Environmental Quality Division of Waste Management - Solid Waste Section 2090 US Highway 70, Swannanoa, NC 28778 Via Email: jaclynne.drummond@ncdenr.gov RE: Landfill Gas Remediation Plan — Request for Extension #2 Burke County, Kirksey Drive Landfill, Permit No. 12-01 Project No. 2212740.00, Phase 06 Dear Jackie: On behalf of Burke County, LaBella Associates is submitting this request for an extension for implementation of the Landfill Gas Remediation Plan (LGRP) for the Kirksey Drive Landfill (Permit # 12- 01). The LGRP was originally submitted in June 2018 as a single document presenting plans for landfill gas remediation at both the Kirksey Drive Landfill (Permit # 12-01) and the East Burke Landfill (Permit # 12-02). In April 2020, we requested an extension for the installation of proposed gas intercept trenches at the Kirksey Drive Landfill to Fiscal Year 2022 (FID 1401386) in conjunction with a request to similarly delay the installation of gas intercept trenches and the East Burke Landfill due to the County's plans to build a new convenience center and then close the East Burke Convenience Center. You approved the request on April 23, 2020 (FID 1401387). There have been delays in the construction of the new convenience center which have necessitated a request for an additional extension for the construction of the intercept trenches at the East Burke Landfill (please see the extension request letter for the East Burke Landfill); however, the County decided earlier this year to move ahead with construction of the gas vents at the Kirksey Drive Landfill. A complete set of bid documents and for the trench construction have been prepared and we also updated the cost estimates for this project. Unfortunately, the costs for construction and materials have increased significantly over the last two years, largely due to labor shortages and supply -chain problems related to the current pandemic. As a result, the County does not currently have sufficient budget approved to complete this project in this fiscal year. We request an extension for the construction of the landfill gas intercept trenches at the Kirksey Drive Landfill to early in Fiscal Year 2023 (i.e., the third quarter of 2022). This will give the County more time to plan and budget for the trench installations.
