The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on September 28, 2021.
2. The facility is open to the public Monday, Tuesday, Thursday, Friday, and Saturday, 8:00 am to 4:55 pm. The
facility is closed on Wednesday.
3. The facility is secured by gates and fencing to prevent unauthorized access, and signage is posted at the
entrance with the permit number, hours of operation, emergency contact information and types of waste that are
accepted for disposal.
Records Review
4. Tonnage records were reviewed from the FY2020-2021 Facility Annual Report. The facility received 5,773.96
tons of waste from July 1, 2020 to June 30, 2021.
5. Certified Transfer Station Operations Specialists:
• Kevin Shaheen (expires August 27, 2022)
• Brent Baldwin (attended training on September 21, 2021 in Asheboro, NC)
6. Leachate pumping records were available for review. Leachate was pumped by Sodbusters on March 15, 2021,
August 11, 2021, August 16, 2021, and September 7, 2021.
7. Waste screening forms from July 2, 2020 to September 27, 2021 were available for review. The forms showed
the final disposition any unacceptable material that was encountered. The facility appears to be meeting the five
percent waste screening requirement as set forth in 15A NCAC 13B .0405(8)(A).
Operations Inspection of the Transfer Station (2202T-TRANSFER-1997)
8. Windblown litter was minimal and well managed.
9. The roads were of all-weather construction and were being maintained so that they were accessible by loaded
collection vehicles.
10. No unapproved waste was observed on the tipping floor or in the transfer trailer at the time of inspection.
11. No waste was observed behind the push walls and the floor appeared to be in good condition.
12. The trench drains in the loading bay and in the loaded trailer parking area were clear and appeared to be
working properly.
13. No trailers were parked in the loaded trailer parking area and the facility had two empty trailers on site.
14. Minimal waste was observed on the loading bay floor and facility staff clean the area at the end of each working
day as required in 15A NCAC 13B .0405(11).
15. The loading bay walls had some debris buildup on them and need to be washed. Please note that, effective
January 1, 2021, 15A NCAC 13B .0405(11) requires the tipping floor, push walls, and truck loading bay
be cleaned with a pressure washer no less than once per month. The remaining areas of the site building
including side walls and any material storage areas outside of the building be cleaned with a pressure
washer no less than twice per year. Cleaning and maintenance records shall be kept on site and available
for review.
16. The leachate holding tank was observed and no deficiencies were noted.
Operations Inspection of the White Goods, Tires, and Recycling Convenience Center Areas
17. One tire trailer was staged to the south of the transfer building to receive incoming scrap tires; no tires were
stored outside the trailer.
18. The recycling convenience center is located to the southwest of the transfer building. The facility collects
plastic bottles, cardboard, office paper, aluminum cans, steel cans, white goods, and scrap metal. The area
appeared to be clean and well managed.
19. White goods are collected on a concrete pad next to the recycling convenience center. White goods containing
refrigerants were stored upright to prevent the accidental release of refrigerants.
20. The yard waste notification (YWN-22-001) located at the closed landfill is being incorporated into the transfer
station permit based on the transfer station assessment report. The treatment and processing area has been
moved to a location behind the recycling convenience center. No unacceptable waste was observed in the
stockpile.
