STATUS OF PERMIT:
The Large Type 3 Permit was issued on February 14, 2019. The permit will expire on February 14, 2024.
Wind River Environmental is identified as the operator in the permit.
PURPOSE OF SITE VISIT:
Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS
None. A NOV Resolution Letter for the leachate release is included with this report.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS:
1. This facility is a Large Type III Solid Waste Compost facility.
2. The facility is permitted to accept dewatered septage and grease, food waste, manure, yard waste, vegetative
material, and clean wood material.
3. Signage has been posted at the entrance to the facility listing the permit number, and emergency contact number
as well as materials accepted at the facility. The facility is not open to the public.
4. The site is secured by a locking gate at the facility entrance.
5. The facility access road is of all-weather construction and is well maintained at this time.
6. Access around the facility is stable, and no areas of erosion or standing water were noted during this compliance
inspection. Continue to monitor and grade the area as needed to ensure that there is no standing water
adjacent to the base of the windrows.
7. A piece of plastic strapping and treated wood were identified in a curing pile and removed during this inspection.
The unacceptable waste within the windrows has been kept to a minimum. Continue to remove any
unacceptable waste identified within the windrows.
8. No fugitive dust was observed during the facility compliance inspection.
9. Odors were minimal in the composting area, and none were noted at the permitted facility boundaries.
10. No windblown debris was observed during this facility compliance inspection.
11. Temperature records were reviewed during this inspection. Once the temperature has reached a minimum of 131
°F for 3 days, the windrow is moved to the curing pile.
12. A berm had been installed in the northwestern corner of the facility to catch any stormwater. Nick stated that he
had pumped approximately 1,000 gallons of stormwater and added it to the dewatering system. It was
recommended during the inspection that the amount of stormwater be recorded so that nutrient loads for the
dewatering system could be properly calculated.
13. The recent grease delivery from the morning delivery appeared to be liquidly. Mr. Cobb stated that the grease
needed to be properly dewatered prior to arriving at the facility.
14. Photographs were taken during the inspection.
