Brownfield Property Charlotte, Mecklenburg County Brownfields Project No. 23057-19-060 Dear Mr. Harris: The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received a request to export soil from the Charlotte Van & Storage Co. Brownfields Property. This request was submitted on your behalf by Ms. Haley Martin, PG of Hart & Hickman, PC via email on September 14, 2021, and requests approval to export approximately 900 cubic yards of stockpiled soil from grubbing and stripping activities to a beneficial fill reuse site known as Fleet Maintenance facility in Mt. Holly, North Carolina. On September 7, 2021, DEQ Brownfields provided a letter approving soil export options for areas identified as EX-1 through EX-6 and SP-1, and the current request is to export stockpiled soil identified as SP-2. For this request, DEQ Brownfields reviewed the September 14, 2021, Data Summary Package which includes analytical results for soil samples collected at SP-2, as well as summaries of the previous soil analytical data from the Brownfields Property and the proposed Fleet Maintenance receiving facility. Based on our review of the data, the DEQ Brownfield determines that soils may be exported as outlined in the table below. Please note that the “Beneficial Fill” option listed in the table below is specifically approved for the Fleet Maintenance facility in Mt. Holly, NC. Other Beneficial Fill and Land Clearing & Inert Debris Landfill (LCID) options may be available; however, DEQ requires that the receiving facility be identified and approved prior to export. The receiving facility should have metals concentrations which are consistent with those from the Brownfields Property. Similarly, many site soils, including those with impacts, may be suitable for use at another Brownfields Property that has similar impacts. Additional sampling would potentially be required beyond these depths prior to export. 2) BFILL= Beneficial Fill; LCID = Land Clearing & Inert Debris Landfill; CDLF = Construction & Demolition landfill; MSWLF = Municipal Solid Waste landfill (MSWLF) facility. Per the Charlotte Van & Storage Co.’s approved Environmental Management Plan (EMP), the soils will be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In addition, and also in accordance with the site’s approved EMP, an annual Redevelopment Summary Report will be submitted to DEQ Brownfields. Details related to the disposition of this soil including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Redevelopment Summary Report. Please be advised that this approval does not waive any applicable requirement to obtain any necessary permits, licenses or certifications which may be required from other state or local entities.
