Dear Ms. Holman,
On behalf of Chemours, please see the enclosed Final Quarterly Report for the Initial
Characterization of PFAS in Process and Non-Process Wastewater and Stormwater at
Fayetteville Works. The report was prepared by our consultant Geosyntec Consultants of NC,
P.C., pursuant to paragraph 11(c) of the Consent Order entered by the Superior Court for Bladen
County on February 25, 2019. The report summarizes the findings of the paragraph 11(c)
sampling events performed during the 18-month initial characterization period and provides
recommendations and supporting rationales for the ongoing sampling to be performed pursuant
to paragraph 11(d).
Specifically, based on the initial characterization as well as planned activities at
Fayetteville Works, the report makes the following recommendations for the ongoing sampling:
· Continue analyzing EPA 537M at the intake river water at Location 1 and Location
20 only;
· Upon completion of the Monomers IXM stormwater treatment system, replace
Locations 9, 10, 10A, 24A, 24B, and 24C with one new sample location representing
the combined NCCW;
· Replace locations representing inputs to the WWTP (Locations 6A, 6B, 18, 19A,
19B, 23A, 23B) with ongoing sampling of the WWTP influent (Location 22); and
· Replace stormwater-only Locations 2, 3, 4, and 5 with ongoing sampling of
downstream Location 7A.

Chemours hereby requests DEQ’s approval to perform the ongoing sampling pursuant to
paragraph 11(d) in accordance with these recommendations, starting with the bimonthly
sampling event in January 2021. Given the timing of this upcoming sampling, Chemours asks
for a response by January 8th. If you have any questions or would like to discuss this matter
