PURPOSE OF SITE VISIT: Routine
STATUS OF PAST NOTED VIOLATIONS: No violations noted on the previous inspection report.
OBSERVED VIOLATIONS:
1) I did not observe the “Septage Land Application Site” sign at the entrance to the site. Failure to have
a Septage Land Application Site” sign posted at the entrance is a violation of Rule .0842(a)(2) that
states “each site shall be posted with visible and legible "NO TRESPASSING" signs. All access roads or paths crossing or leading to the disposal area shall be posted "NO TRESPASSING" and a visible
and legible sign stating "SEPTAGE LAND APPLICATION SITE" shall be maintained at each entrance
to the land application area.” A “Septage Land Application Site” sign needs to be placed back at the
entrance to the site.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1) “No Trespassing” signs were present before you get to the site. No “Septage Land Application Site” sign
observed at the entrance to the site. As stated above, failure to have a “Septage Land Application Site”
sign at the entrance to the site is a violation to Rule .0842(a)(2). Please place a “Septage Land
Application Site” sign back up at the entrance to the site.
2) The access road was in good shape.
3) Some markers not present. Probably taken down due to harvesting of crop. Please place markers back
up before applying septage.
4) No recent applications noticed. No septage applications noticed outside of the permitted boundaries of
the fields.
5) Applications appeared to follow the nutrient management plan. No spot dumps or thick applications
noticed.
6) Both fields had been recently harvested.
7) No objectionable odors noticed today.
8) No issues noticed with the setbacks.
9) I received the soil report for the soil samples taken last fall. Thank You.
