This is a violation of Rule of 15A NCAC 13B .0838(j) that states “Septage shall be transferred to and from a detention system in a manner that prevents leaks or spills of septage onto the ground surface or exterior surface of the detention system, including septage in pipes used for transferring waste to and from vehicles.” Any septage on the plastic tank or on the ground shall be cleaned up. No leaks noticed. The 3,500 gallons concrete tank is a below ground tank. 5) Septage spills and debris noticed on the ground in several locations and on the 7,000-gallon plastic tank which a violation of Rule 15A NCAC 13B .0838(j). See pictures below. Septage was noticed on the ground by the bottom valve and on the side wall of the 7,000-gallon plastic tank. No plug was noticed for the hose connection port at the valve. Septage debris was noticed on the ground around the buried 3,500-gallon concrete tank. I talked to an onsite representative and he mentioned that they have been having problem with some toilet paper clumping together and causing problems. He said that they had gotten rid of that toilet paper. When dealing with septage debris such as toilet paper, be sure to have the means to collect and contain the debris so that it does not get deposited on the ground. When the debris is disposed of, be sure that there is no free liquid present. 6) No odor or vectors issues noticed. 7) No change noticed that would affect setback distances. 8) There was a metal ramp going from the gravel area around the buried concrete tank to the 1,500-gallon plastic tank. See picture below. The metal ramp can be a safety issue with no means to prevent someone from falling off it. 0BGrease septage spill from valve. 1BSmall spill on gravel lot by tanks.
