Dear Mr. Bodenhamer:
On July 13, 2021, Ms. Amanda Thompson, representing the State of North Carolina, Division of Waste
Management Solid Waste Section (Section) inspected the above referenced facility. At the time of the inspection,
Section staff observed a puddle of leachate in the catch basin/drainage ditch, below the drain in the
northeastern corner of the concrete apron outside of the transfer station. A sampling plan was submitted to the
Section on July 15, 2021 and approved on July 16, 2021. The leachate and potentially impacted soils were
removed from the catch basin/drainage ditch. Soil samples were collected on July 17, 2021 and submitted to a
laboratoryfor analysis. Based on the analytical data, Franklin County's Engineer concluded that Franklin County
had adequately addressed the area of impact and recommended no further action. The Section concurred with
this assessment on August 12, 2021. On September 2, 2021, Ms. Thompson conducted a follow-up inspection
to confirm the removal of leachate.
This letter serves to confirm that the requirements of the Notice of Violation dated July 22, 2021 have been
satisfied and the violation(s) have been corrected. Thank you for your cooperation in this matter. If you have any
