The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 - This Partial Facility Compliance Inspection was conducted to evaluate the progress made on the removal of old Yard Waste that had been stockpiled from past years. Old Material has been removed. 02 - Approval was granted to conduct a burn of the large material that had been there for years.
03 - The Division of Air Quality and The NC Forestry Service were contacted for Approval. 04 - Non-conforming solid waste has been removed from the old waste and better screening of the waste is currently being implemented by the Town of Edenton Staff. 05 - Ash from the burn has been land applied on a Division of Water Resources Permitted wastewater land application site. Ash has been applied at the application rate stated on the land application rate document provided by, Katy Shook, NC Cooperative Extension Agent in Chowan County 06 - Approval was granted from David May, Division of Water Resources Supervisor in the Washington Regional Office. 07 - No Waste Management Plan for the land application of the ash was required by Adam Ulishney of the Division of Waste Management, Solid Waste Section, Environmental Compliance Branch in the Raleigh Central Office. 08 - Edge of waste markers have been placed on the perimeter to ensure that no waste is put into the 100 year floodplain. 09 - Remember that the grass clippings, leaves and pine straw, and small shrubs, MUST be composted. 10 - Land Clearing Debris can be ground into mulch and distributed as is.
11 - If all debris are comingled during the grinding process they all must be composted. 12 - Temperature records were not reviewed during this partial facility compliance inspection. 13 - Temperature probes MUST be calibrated yearly and documented. Using ice water is an acceptable process for calibration. To be reviewed during Inspections. 14 - Remember to start using a form for all active windrow temperature readings to ensure requirements for compost is met. 15 - Signage for compost windrows have been ordered and will be placed at active windrows. 16 - Facility still needs to add the emergency contact information on the entrance sign. 17 - Large tree limbs associated with Hurricane Isaias were stored on this Yard Waste Site. This waste has all been removed. This site had an old Temporary Disaster Debris Site. May have archived the number. 18 - Site has a locking cable the is kept locked unless staff is onsite. 19 - This site is not open to the public.
20 - Site is looking better each inspection.
