Dear Mr. Franchina:

On October 11, 2006, DENR North Carolina Brownfields Program (NCBP) received a Work
Plan for Environmental Assessment prepared by MACTEC Engineering and Consulting, Inc. for
the above reference brownfields property. In accordance with the draft brownfields agreement
Work to be Performed Section paragraph 16.d, this plan was submitted to DENR prior to soil
removal activities at the Brownfields Property. The workplan is approved with the following
conditions (1) notify the NCBP 48 hours prior to removal activities of the building foundation,
and (2) soil analyses shall include Volatile Organic Compounds by EPA Method 8260.
