The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1. Andrew Hammonds and David Powell met with David Lambert to conduct a comprehensive inspection. This
view is NE with the open drop off containers over the edge to the left out of frame, office behind the truck to the left and the storage container and the 20 ft. x 20 ft. outdoor storage area visible in center and along right. Facility is gated on entrance and exit. Proper signage still present.
2. Currently there are four trained staff working at the site on different days. Eco Flo provides staff training. 3. Electronics are accepted into roll off container at this site as well.

4. Below is the current storage unit, beside the 20 ft. x 20 ft. covered storage area.
5. Inside the storage unit were containers for collecting and separating. The unit also stored spill kits, 55 gallon drums and Gaylord boxes/covers, full containers of waste stored and waiting for removal, packaging, cleaning
materials, and spill absorber.

6. During the last inspection, wastes were being stored inside of an enclosed fenced area. It was recommended that the County submit changes to the site drawings and operations plan to permitting for approval. It was also recommended to install a “cover” to protect from the rain, elements and runoff potentially causing an issue until the operations that are needed have been submitted for review and approval by permitting and documented. New Operations plan reflects a covered outdoor collection area, secured by fence. Good job. Mr. Lambert has expressed the desire to possibly use the outdoor area for more storage of cleanup supplies and additional secondary containers, and use the storage unit for when wastes initially arrive. It is designed for spills and venting if there is a spill. Whatever operational changes the County wishes to take place, be sure and get
approval from Section Permitting before the changes take effect. Should Moore County Solid Waste need to communicate with the Sections permitting staff here is their contact information Ming Chao at 919-707-8251 and/or Sherri Stanley at 919-707-8235.
7. Accumulation start date is needed on ALL containers. Waste cannot be kept onsite over one year from date accepted. Most containers had a date but they are needed on ALL containers. This has improved since last visit but this still needed addressing. If each container bought into facility is not put into a secondary storage container (i.e. 55 gal drum or Gaylord box etc.), then a date will need to be on each. If they are in a secondary container will need a start date label reflecting the oldest waste, it contains. 8. All containers should be kept closed unless staff are adding to or removing waste from them. 9. Staff reviewed health and safety plan, permit, daily logs, operations plan, emergency action plan and contingency plan, vendor contracts, Eco flow removal invoices, fire inspections and storage unit inspections. Mr. Lambert has implemented daily checklists/logs and field sheets to document waste that is received. Last
date of removal on invoice was for 5/27/2021 from Ecoflow.

10. No spills or incidents in past year. Good job.
