ADDITIONAL COMMENTS
1. Section staff met with David Lambert and SME’s Sam Watts to conduct an inspection of the Transfer Station while inspecting the CDLF ‘s new cell. Operations plan, annual reports certifications, vendor contracts, previous
inspection reports, waste screenings, daily checklist and load checks for facilities onsite were also reviewed. 2. Facility roads were in good condition. However, dust was an issue and should be addressed. Rocking of the
access roads will assist a small amount but water truck or other means of dust prevention should be determined. In an email update on 9/10/2021, Mr. Lambert informed Mr. Powell that gravel was being delivered the same day for the road to maintain the road and assist dust control. Mr. Lambert has also contacted the Town of Aberdeen and they are working something out to get bulk water from them for a water truck. They also have a vehicle that they can use (usually for de-icing roads in town) but they may can borrow and use until another plan is in place. Mr. Lambert also spoke to the Co-Chairman of the Moore County Fire Commission (Fire Chiefs from Southern Pines and Whispering Pines) and invited them to do training exercises at the landfill. Good job, please follow through. 3. There were some cracks in the station floor mentioned last inspection. Although it did not seem any worse this visit, be sure and check the structural integrity of the station periodically. Push walls had some damage as well. Please fix. Discussions with onsite staff were that floors were to be fixed in future months possibly.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

4. Transfer station was in good shape otherwise.

5. Leachate collection grate at front of the transfer station appeared clean and to be open. System below in loading bay was clogged however.
6. Recyclables have recently increased. The recyclable storage area was full.

7. Small amount of windblown near trailer bay during inspection. Trash was building up around the trailers and there was a small amount of windblown waste in this area. Be sure and keep these areas clean. 15A NCAC 13B .0405 (10) - Windblown waste: Site staff shall conduct daily inspections for windblown waste on the site property. Windblown litter from site operations discovered during the daily inspections or observed on adjacent properties shall be picked up and containerized for disposal by the end of each operating day, unless the landowner of the adjacent property denies access to site staff. The site shall prevent waste from being blown outside the waste handling areas by the wind, using methods such as: (A) requiring that vehicles entering and leaving the site keep waste covered; (B) providing skirts, such as rubber belting or brushes, around the top of chutes to minimize the space between the chute and the hauling trailer at sites with chutes and hoppers; or (C) preventing waste from leaving the site using methods such as fencing, netting, or diking.

8. Containment area around leachate tank was clean and didn’t contain any trash at the time of inspection. There was small amount at entrance of trailer bay. Onsite staff stated that someone had been contacted to unclog the leachate system. Be sure and fix collection system and remove trash/windblown from loading bay and
surrounding areas.

9. Please continue with the momentum you have created on addressing problems at this site, and your others, as they arise in the future.
10. Corrective measures were necessary at this site based on observations during inspection. Continue to work on the issues mentioned onsite and this inspection. A follow up inspection will need to be completed. Also, continue to communicate with the Section and updating Mr. Powell.
