ECS previously conducted residential heating oil underground storage tank (UST) removal services at the site in July 2016 and over -excavation of the former UST area in August 2016, as reported in the UST Closure And Initial Abatement Action Report (ECS Project No. 49-2115-A), dated September 23, 2016. Soil samples were collected beneath the UST during removal activities and from the side walls of the over - excavation. C9-C18 Aliphatics and C11-C22 Aromatics were detected in over -excavation soil sample EW-1 at concentrations greater than their respective Soil -to -Groundwater and Residential Maximum Soil Contaminant Concentrations (MSCCs). The approximate area of the previous excavation and sample locations are indicated on Figure 3. Further excavation in this direction was prevented by the presence of the site residential structure. Additional over -excavation samples did not exhibit concentrations of compounds of concern at greater than the laboratory method reporting limits. ECS recommended in the above referenced report that when the site residential structure was removed from the site prior to redevelopment that the remaining contaminated soil be excavated and removed from the site. ECS was informed by Chelsea Building Group that the site structures had been removed from the site and could now proceed with the additional over -excavation in the area of former soil sample location EW-1. 2.0 SCOPE OF SERVICES The scope of services consisted of excavating the area previously inaccessible where former soil sample EW-1 was previously collected, collecting a post excavation soil sample of the side wall, submit for laboratory analysis, and preparation of this report. Soil excavation and sampling activities were conducted on March 22, 2021. 3.0 SOIL EXCAVATION AND SAMPLING ACTIVITIES On March 19, 2021, ECS personnel mobilized to the site in order to locate the previous excavation area as the former site structures had been removed. ECS personnel utilized previous figures and a measuring wheel to locate the approximate previous excavation area. It was noted during the initial site visit that some excavation had already been conducted in this area for the creation of a drainage pond. On March 22, 2021, ECS personnel met with the excavation contractor (Eddie Massey) onsite to begin excavation activities. It was noted that the area of the previous limits of the excavation in the previous sample EW-1 location had been excavated approximately six feet below ground surface for the creation of the drainage pond. The excavation contractor excavated an area approximately two feet wide by approximately an additional eight feet deep. A tracked excavator was used to complete the excavation activities. ECS screened the soil removed from the excavation with a Photo Ionization Device (PID) for the presence of organic vapors. The PID readings ranged from 0.0 to 0.1 parts per million. In addition, no odors or other evidence of contaminated soil was noted. As no contaminated soil was noted in the area of the excavation, no soil was removed for the site for disposal. Following the excavation activities and screening of the soils, the excavation contractor assisted ECS with Eii Soil Excavation Report Swans Run Road Site 7501 Swans Run Road Charlotte, Mecklenburg County, North Carolina ECS Project No. 49:13239 April 1, 2021 the collection of a soil sample (SW-1) from the side wall of the new excavation at a depth of approximately 12 to 14 feet below original grade. The sample was placed into laboratory prepared glass containers. After being filled, the sample containers were labeled and placed into a cooler containing ice to maintain the samples at a temperature of approximately four degrees Celsius. The samples were transported to Pace Analytical Services, LLC (Pace), a North Carolina certified laboratory located in Huntersville, North Carolina to be analyzed for volatile organic compounds (VOCs) by EPA Method 8260, semi -volatile organic compounds (SVOCs) by EPA Method 8270, and volatile and extractable petroleum hydrocarbons (VPH/EPH) by Massachusetts Department of Environmental Protection Methods. The samples were transported to the laboratory under chain of custody. A copy of the Chain of Custody Record is included in Appendix A. 4.0 LABORATORY ANALYTICAL RESULTS Review of the laboratory analytical results indicated toluene at a concentration greater than the laboratory method reporting limit in the SW-1 soil sample, but less than its Soil -to -Groundwater, Residential, and Commercial/Industrial MSCCs. No additional compounds were detected in the SW-1 soil sample. The current and historical soil analytical results are summarized in Table 1. Laboratory analytical data sheets are included in Appendix A. 5.0 CONCLUSIONS Based on the results of the sampling conducted at the site on Mach 22, 2021, soil contamination is not apparent in the area of the former UST at 7501 Swans Run Road location. 6.0 RECOMMENDATIONS Based on the results of the soil excavation and sampling activities, ECS recommends the following: • ECS recommends that a copy of this report be maintained for your records. • ECS does not recommend additional soil sampling at this site. • ECS recommends submitting this report, and the UST Closure and Initial Abatement Action Report dated September 23, 2016, to the NCDEQ Mooresville Regional Office, Division of Waste Management, UST Section for their review and determination for a status of No Further Action for the site. 7.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in environmental assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities. This report was prepared for the express use of Chelsea Building Group.
