B.3. Non -UST Information There are no other DST's, AST's, piping and dispensers located on the site. There are no historical compliance issues. B.4. Release Information On November 11, 2020, the general contractor was installing drilled piers for the foundation of a new building. In one of the piers, groundwater was encountered, and a petroleum odor was detected. On November 12, 2020, SUMMIT personnel collected two (2) soil samples from the drill cuttings and one (1) sample of the groundwater. Based on the results of the analytical testing, the groundwater is contaminated with petroleum products above the NCDEQ's 2L Groundwater Quality Standards. The contractor altered their methods for drilling the piers to avoid encountering the groundwater for the remainder of the project. B.S. Site Characteristics The United States Geological Survey (USGS) "Concord, North Carolina, United States" topographic quadrangle map was reviewed. According to the contour lines on the topographic maps, the elevation of the subject site is approximately 710 feet above Mean Sea Level (MSL). The inferred groundwater flow direction based on topography appears to be to the east towards an un- named creek. The un-named creek flows into Threemile Branch. Threemile Branch flows into Cold Water Creek. Cold Water Creek flows into the Rocky River. This site contains the soil types: D:\!Michael!\! GROUNDWATER AND SURFACE WATER INVESTIGATION Based on the results of the analytical testing, the groundwater is contaminated with petroleum products above the NCDEQ's 2L Groundwater Quality Standards. SUMMIT recommends additional groundwater assessment of the area to determine the size and concentration of the groundwater contamination plume. G. INITIAL RESPONSE AND ABATEMENT ACTION G.I. Notification SUMMIT notified NCDEQ of the groundwater contamination on November 20, 2020. H. EXCAVATION OF CONTAMINATED SOIL H.1. Initial Investigation On November 11, 2020, the general contractor was installing drilled piers for the foundation of a new building. In one of the piers, groundwater was encountered, and a petroleum odor was detected. On November 12, 2020, SUMMIT personnel collected two (2) soil samples from the drill cuttings and one (1) sample of the groundwater. H.2. Excavation No soils were excavated from the site. Minimal soil contamination was encountered, most like due to groundwater. D:\!Michael!\! SUMMIT!\8177 -Messer Construction\817TE0001 - 61 Union St\Contaminated Soils Report\R- GW Report & Receptor Survey.doc 4 Petroleum Contamination and Receptor Survey 61 Union Street South, Concord, North Carolina H.3. Post Excavation Sampling No soils were excavated from the site. HA Soil Investigation SUMMIT Project No. 8177.E0001 January 8, 2021 New, clean disposable latex gloves were used for the collection of each soil sample. Samples collected for laboratory analyses were placed in laboratory -supplied containers with the sampler's name, time and date the sample was collected, and laboratory analyses to be performed. The samples were packed on ice and taken to Pace Analytical Services, LLC in Columbia, South Carolina. The soil from the drilled pier location contained the following contaminants: Table H.5. — Groundwater Analysis Sample Number Contaminant Analysis Amount m /k Soil to Water (mg/kg) SS-1 Acetone 0.570 24 SS-1 Isopropyl benzene 0.0040 1.7 SS-1 Meth lc clohexane 0.015 Not regulated SS-2 Acetone 1.100 24 SS-2 Methyl acetate 0.0057 Not regulated SS-2 Meth lc clohexane 0.011 Not regulated SS-2 1-Meth lna thalene 0.010 0.004 SS-2 2-Meth lna thalene 0.0073 3.6 The soil contamination is below the Soil -to -Water Maximum Contaminant Concentration limits. Disposal No soils were excavated from the site. 11.7. Receptor Survey On December 11, 2020, SUMMIT personnel (Greg Boggs) performed a receptor survey for the site. Guidance provided by NCDEQ (Trudy Beverly) indicated a receptor survey of 150 feet of the release. Part I — Risk 1. Has the discharge or release contaminated any water -supply wells including wells used for non -drinking purposes? Unknown 2. Is a water supply -well used for drinking water located within 150 feet of the source area of the discharge or release? Based on field observations, no properties are assumed to contain water supply wells. D:\!Michael!\! Is a water -supply well used for any purpose (e.g. irrigation, washing cars, industrial cooling water, filling swimming pools) located within 150 feet of the source area of the release or discharge? Based on field observations, none were observed. 4. Does groundwater within 150 feet of the source area of the discharge or release have the potential for future use in that there is no other source of water supply other than groundwater? No 5. Do vapors from the discharge or release pose a threat of explosion due to an accumulation of the vapors in a confined space or pose any other serious threat to public health, public safety or the environment? No 6. Are there any other factors that would cause the discharge or release to pose an imminent danger to public health, public safety, or the environment? No 7. Is a surface water body located within 150 feet of the source area of the discharge or release? No 8. Is the source area of the discharge or release located within a designated wellhead protection area as defined in 42 USC 300h-7(e)? No 9. Lot Number: VK12046 This Report of Analysis contains the analytical result(s) for the sample(s) listed on the Sample Summary following this Case Narrative. The sample receiving date is documented in the header information associated with each sample. All results listed in this report relate only to the samples that are contained within this report. Sample receipt, sample analysis, and data review have been performed in accordance with the most current approved The NELAC Institute (TNI) standards, the Pace Analytical Services, LLC ("Pace") Laboratory Quality Manual, standard operating procedures (SOPS), and Pace policies. Any exceptions to the TNI standards, the Laboratory Quality Manual, SOPS or policies are qualified on the results page or discussed below. Where applicable, all soil sample analysis are reported on a dry weight basis unless flagged with a "W" qualifier If you have any questions regarding this report please contact the Pace Project Manager listed on the cover page. RCRA Metals The following sample was diluted due to the nature of the sample matrix: VK12046-002, VK12046-003. The LOQ has been elevated to reflect the dilution. VOCs by GC/MS Acetone was reported as an estimated value in sample: VK12046-002 and VK12046-003 as the result was above the upper calibration level. The sample was re -analyzed from the medium level (methanol) vial, but was not reported due to the result being below the LOQ therefore only the low level was reported. Surrogate recovery for the following sample was outside of acceptance limits: VK12046-002. At the first run the CCV had failed high for Methylcyclohexane and sample had hit for Methylcyclohexane, so the sample was re -analyzed. This sample was reanalyzed as a low-level soil and there was hit of Methylcyclohexane. A surrogate associated with Methylcyclohexane passed; therefore, the datum have been reported. The receptor surveys for residential heating oil tanks goes out to 150'. The site would be low risk if there are no water supply wells with 150'. Low risk sites can be closed out with a NORP. The contractor and county decided not to excavate to the groundwater as to not generate contaminated soils. Do I need to complete an Initial Abatement Action Report? the contractor and county also would like to know what the possible next steps are for groundwater monitoring.
