ATC Associates of North Carolina, P.C. (ATC), on behalf of Pepsi Bottling Ventures, LLC (PBV), has
prepared this letter report regarding soil excavation activities conducted at 22 Pepsi Way in Harrisburg, North
Carolina. These activities were conducted in response to a petroleum -release as a result of a malfunction of a
fire pump filter, which allowed approximately 35 to 40 gallons of diesel fuel to be released from the generator
system.
BACKGROUND
On March 18, 2021 at approximately 1:00 p.m., Pepsi personnel were notified that fuel was being discharged
from the fire pump building. Upon further inspection, it was noted that a recently replaced filter was leaking
and allowing diesel fuel to be released onto the floor. The diesel fuel flowed into the building floor drain and
discharged into a nearby grass/wooded area via the floor drain pipe. It is estimated approximately 35 to 40
gallons of diesel fuel were released onto the ground near the discharge pipe. The location of the release area is
shown on Attachment L
On March 18, 2021, Pepsi personnel contracted with Haz-Mat and ATC to perform initial spill response
activities. On this date, Haz-Mat personnel placed a granulated enzyme on the spill area. ATC personnel
submitted a UST-62: 24-Hour Notification of Discharge Form to the NCDEQ Mooresville Regional office via
email on March 19, 2021. A copy of the UST-62 form is attached in Attachment II. Photos of the spill area
are provided in Attachment III.

SOIL EXCAVATION ACTIVITIES
Following initial response activities, Zebra Environmental and ATC conducted soil excavation activities of the
diesel fuel impacted soil. On March 25, 2021, Dewberry Engineers and ATC personnel met onsite to conduct
a private utility locate of the proposed excavation area using Ground Penetrating Radar (GPR) and other
traditional locating methods. On March 29, 2021, Zebra and ATC personnel excavated approximately 61.35
tons of petroleum -impacted soil from release area. The excavation measured approximately 60 feet in length,
25 feet in width, and varied between two and two and one-half feet in depth. The soil was mainly dark organic
topsoil to approximately six inches below ground surface (bgs). The soil from six inches to two and one-half
feet bgs was noted to be a brown to brownish -orange sandy clay. It should be noted the soil was noted to be
moist at an approximate depth of two and one-half feet bgs. Photos of excavation activities are provided in
Attachment III.
Excavated soils were placed directly into dump trucks and disposed of at AES of NC in Thomasville, North
Carolina. The soil excavation area, as well as the locations of the soil samples, is provided in Attachment
I. Copies of the soil disposal manifests are provided in Attachment IV.
ATC personnel performed confirmatory soil sampling prior to backfilling the excavated area. One sample
(Disp-1) was collected for disposal purposes and six samples were collected from the sidewalls of the
excavations at various locations (SW-1 through SW-6). These six samples were collected to determine the
effectiveness of the soil excavation activities. The locations of the confirmatory soil samples are depicted
on Attachment I.
All samples were collected in laboratory -supplied containers and shipped on ice to SGS North America,
Inc. (SGS) in Scott, Louisiana. The soil samples, SW-1 through SW-6, were requested to be analyzed by
EPA Method 8015 for Total Petroleum Hydrocarbons (TPH) — Gasoline Range Organics (GRO) and Diesel
Range Organics (DRO). Disposal sample Disp-1 was requested to be analyzed by TPH-GRO and
TPH-DRO.
Laboratory analyses of the soil samples did not detect TPH-GRO or TPH-DRO concentrations above
laboratory method detection limits (MDLs). Based on these results, it appears petroleum -impacted soil in
the spill area has been effectively removed. The analytical results are presented in Attachment V as Table
1. A copy of the laboratory report and chain -of -custody documents are provided in Attachment VT
Following completion of excavation activities, the excavated area was backfilled with clean soil and topped
with grass seed and straw. Photos of the completed excavations are provided in Attachment III.

TEMPORARY WELL INSTALLATION
Due to the possibility of shallow groundwater in the excavated area, on April 12, 2021, a temporary
monitoring well GW-1 was installed by a North Carolina licensed driller with Carolina Soil Investigations
(CSI), under supervision of personnel from ATC. The location of the temporary monitoring well is depicted
on Attachment L
Temporary monitoring well GW-1 was installed to a depth of approximately 17 feet below ground surface
(bgs). The well was installed using direct -push technology and constructed of one -inch diameter well
casing made of flush joint, threaded schedule-40 poly vinyl chloride (PVC) pipe. The PVC well screen is
0.010-inch slot with a screened interval of ten feet. Following sample collection, the temporary monitoring
well was removed and the boring was properly abandoned.
On April 12, 2021, a groundwater sample was collected from temporary monitoring well GW-1. Prior to
sample collection, the temporary well was purged with a field -decontaminated peristaltic pump and
dedicated tubing. The sample was collected directly into laboratory -approved containers, packed in ice,
and delivered under chain -of -custody to SGS in Scott, Louisiana for analyses. The groundwater sample
from monitoring well GW-1 was analyzed by Environmental Protection Agency (EPA) Method 602, EPA
Method 625 plus ten highest non -target peaks, and Massachusetts Department of Environmental Protection
(MADEP) Methods for volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons
(EPH).
Laboratory analytical results of the groundwater sample from temporary well GW-1 detected a dissolved
naphthalene and dissolved bis(2-ethylhexyl)phthalate concentrations above laboratory MDLs. It should be
noted the dissolved bis(2-ethylhexyl)phthalate concentration was detected above its established 2L
Standard. This compound typically is not associated with petroleum releases. The presence of this
compound may be a laboratory artifact or from the breakdown of plastic in the environmental as it is a
plasticizer. The tabulated groundwater analytical results are provided in Attachment V as Table 2. The
laboratory report and chain -of -custody documents are provided in Attachment VT
CONCLUSIONS
Based on the above activities and subsequent laboratory results, it appears diesel fuel impacted soil has
been effectively removed from the area of the spill. Additionally, the petroleum -related impacts to
groundwater in the spill area appear negligible. No other activities are warranted at this time.
