Details regarding the ownership of the former UST is provided in Table B-2. 2. Details regarding information of the former UST are provided in Table B-1. Based on our review of the available information, the property was developed with the current retail building in 1932. Based on readily available historical aerial photography, the property operated as a gas station from at least 1968 until 1986. From 2004 until 2015 the property was occupied by a convenience store and owned by RHS Foods, Incorporated. In 2015, the property was purchased by the City of Concord and the retail store has been vacant. The City of Concord is considering a real estate transaction for the property. In preparation for the real estate transaction, the City of Concord authorized CESI to remove the UST system and seek environmental closure for the site. Five underground storage tanks (USTs) were closed by removal from the property on July 27, 2020. The tanks were acquired by the current owner of the property, the City of Concord, in 2015. The City of Concord did not operate the USTs. The installation date of the USTs is not known. The USTs were not registered with the North Carolina Department of Environmental Quality (DEQ). Sizes and contents of UST systems from which the release occurred: #1 45-inch diameter and 74-inches long (500 gallon) Used oil #2 45-inch diameter and 74-inches long (500 gallon) Used oil #3 64-inch diameter and 18-feet long (3,000 gallon) gasoline #4 64-inch diameter and 18-feet long (3,000 gallon) gasoline #5 64-inch diameter and 18-feet long (3,000 gallon) gasoline After the tanks were removed on July 27, 2020, the excavation was deepened and widened to facilitate removal of impacted soil. Between July 27 and July 30, 2020, CESI removed a total of 1,044.75 tons of petroleum impacted soil. On July 30, 2020, CESI personnel collected confirmatory soil samples from the finished excavation. CESI compared the soil analytical results to the Maximum Soil Contaminant Concentrations (MSCCs). The analytical results were below the soil -to -groundwater MSCCs for all parameters tested except for the sample collected from the bottom of the excavation. C9- C22 Aromatics in the bottom sample were reported at a concentration of 511.5 milligrams per kilogram (mg/kg). The Residential Use MSCC for this parameter is 469 mg/kg. In addition, the sample collected from the bottom of the excavation exceeded soil -to -groundwater MSCCs for C5-C8 Aliphatics and C9-C 18 Aliphatics. The laboratory reported C5-C8 Aliphatics from the bottom sample at 643 mg/kg, which exceeds the soil -to -groundwater MSCC of 68 mg/kg. The laboratory reported C9-C 18 Aliphatics at 976.5 mg/kg, which exceeds the soil -to -groundwater MSCC of 540 mg/kg. In addition, analysis of the sample collected from the bottom of the excavation exceeded soil -to -groundwater MSCCs for p-Isopropyltoluene, MIBK, Naphthalene, 1,2,4- Trimethylbenzene, 1,3,5-Trimethylbenzene, and Total Xylenes. Limited Site Assessment 208 Kerr Street NW, Concord, NC January 14, 2021 Page No. 3 Analysis of a groundwater sample collected during performance of this Limited Site Assessment (LSA) reported no parameters at concentrations greater than Gross Contaminants Level. A street atlas showing the property location is provided as Figure 1. The property location on a portion of a USGS topographic map is provided as Figure 2. 3. Provide non -UST information: a. The tanks of this report were underground. No evidence of aboveground storage tanks were observed or reported. b. No spills have been reported for the facility. 4. Provide a comprehensive description of the release, including date discovered, cause and source (including tank identification number and contents), and the relationship of historical UST releases, non -UST releases, and off -site releases (indicate incident number) to contamination from current release. The precise source and timing of contamination is not known. The tanks were not registered. No historical UST releases, non -UST releases, or off -site releases have been reported. 5. Provide a brief description of site characteristics (including status of facility (active or inactive), land use of site and surrounding area, water supply, topography, vegetation, surface water, wells, buildings, surface cover, soil type, depth to and nature of bedrock, depth to groundwater, direction of groundwater flow, etc.) Site Characteristics: The property is identified as Assessor Parcel Number (APN) 56205810370000 and is assigned the numerical street address 208 Kerr Street NW by Cabarrus County. The property is currently improved with a vacant 1,595 square foot retail building. The property location is shown on a Street Atlas as Figure 1. A copy of the Cabarrus County GIS assessor information and tax card is included in Appendix 2. Site Vicinity Characteristics: The property vicinity is mixed residential and commercial. A site vicinity map is provided as Figure 3. No potable or irrigation wells were observed on the subject property or nearby the property. Adjoining properties are provided potable water by municipal water from a main located along Kerr Street NW. Topographer CESI obtained a copy of the USGS 7.5-minute topographic map, Concord, North Carolina Quadrangle, dated 1993. A copy of a portion of the topographic map showing the property location is provided on Figure 2. The elevation of the property is approximately 660 feet above mean sea level (msl). Based upon the topographic contours observed on the USGS topographic contour map, the property slope is generally downward toward the southeast. Vegetation: There are minor areas of turf along the building perimeter. Surface Water: No surface water is located on or adjoining the property. Wells: No wells were observed at the property. Buildings: The property is improved with one single -story concrete block and steel frame building. The building has no occupiable below grade areas. The Property Layout is shown as Figure 3. Surface Cover: The property surface cover consists of a building footprint and turf (the former concrete parking lot was removed during tank excavation operations). Soil Type: According to the USDA web -based soil survey of Cabarrus County, approximately 100 percent of the surficial soil at the property is comprised of Enon- Urban Land Complex. The Enon series consists of very deep, well drained, moderately permeable soils on ridges and side slopes of the Piedmont uplands. They are deep to saprolite and very deep to bedrock. They formed in residuum weathered from felsic, igneous and high-grade metamorphic rocks of the Piedmont uplands. Slopes range from 0 to 25 percent. Depth to bedrock ranges from 6 to 10 feet or more. Limited Site Assessment 208 Kerr Street NW, Concord, NC January 14, 2021 Page No. 5 Depth to and Nature of Bedrock: According to the Geologic Map of North Carolina 1985, the property is located in the Piedmont Physiographic Province. The dominant rocks in this region are composed mainly of metamorphic and igneous rocks ranging in age from Precambrian to Paleozoic. Bedrock was not observed at the surface in the vicinity of the property. Onsite drilling encountered blocky mudstone from approximately the base of the excavation (16-feet below grade) to the maximum depth penetrated (50-feet below grade). Depth to groundwater: Drilling at the site revealed depth to water approximately 38- feet below grade. 6. Summarize initial abatement actions, assessment activities, and corrective actions performed to date and list all reports previously submitted. A closure assessment report for the tank removed July 27, 2020, was completed by CESI and prepared in a report dated January 14, 2021. According to the CESI report, following removal of the UST, a total of 1,044.75 tons of petroleum impacted soil was removed from the site for treatment at EVO Corporation of Winston-Salem, North Carolina. Analyses of confirmatory soil samples collected during the tank closure assessment revealed analytical results were below the soil -to -groundwater MSCCs for all parameters tested except for the sample collected from the bottom of the excavation. C9-C22 Aromatics in the bottom sample were reported at a concentration of 511.5 milligrams per kilogram (mg/kg). The Residential Use MSCC for this parameter is 469 mg/kg. In addition, the sample collected from the bottom of the excavation exceeded soil -to -groundwater MSCCs for C5-C8 Aliphatics and C9-C18 Aliphatics. The laboratory reported C5-C8 Aliphatics from the bottom sample at 643 mg/kg, which exceeds the soil -to -groundwater MSCC of 68 mg/kg. A summary of the soil sample analyses is included in Table B-3. One soil sample was collected during the LSA from the base of the former excavation. Analytical results from the sample were less than the sample results during confirmatory sample analyses possibly because of mixture with clean fill. Because the remainder of the boring was advanced using the air rotary drilling method, no additional soil samples were collected. Analysis of a groundwater sample collected during the Limited Site Assessment revealed no parameters greater than the Gross Contaminant Levels. Does the property contain a commercial (e.g., retail, warehouse, office/business space, etc.) or industrial (e.g., manufacturing, utilities, industrial research and development, chemical/petroleum bulk storage etc.) enterprise, an inactive commercial or industrial enterprise, or is the land undeveloped? ONO Describe. _The property is developed for commercial retail use. The retail building is currently unoccupied. 4. Do children visit the property? O/NO Explain. Children and adults will likely visit the property in the future. Is access to the property reliably restricted consistent with its use (e.g., by fences, security personnel or both)? YES/(n Explain. The property is currently not provided with a fence or security system. 5. Do pavement, buildings, or other structures cap the contaminated soil? YES,( O Describe. Contaminated soil encountered during the tank closure was removed for offsite disposal in July 2020. A total of 1044.75 tons of impacted soil were removed. Residual petroleum concentrations in soil remains at the base of the excavation (16 feet below grade). The source area is covered with turf. 6. What is the zoning status of the property? The property is currently zoned Residential Compact (RC). 7. Is the use of the property likely to change in the next 20 years? YES/@ Explain. The use is likely to remain commercial. Property Surrounding Source Area of Release The questions below pertain to the area within 1,500 feet of the source area of the release (excludes property containing source area of the release): 1. What is the distance from the source area of the release to the nearest primary or secondary residence (permanent or temporary)? A permanent residence is located approximately 80 feet southwest and hydraulically crossgradient of the source area. 2. What is the distance from the source area of the release to the nearest school, daycare center, hospital, playground, park, recreation area, church, nursing home or other place of public assembly? Webb field (public recreation area) is located 790 feet northeast of the property. 3. What is the zoning status of properties in the surrounding area? The land use surrounding the property is Compact Residential (RC). Approximately 300 feet to the southeast is Commercial (C-2-CD) land use. The zoning of adjoining properties is summarized in Table B-10 and shown in Figure 9. 4. Briefly characterize the use and activities of the land in the surrounding area. The properties surrounding the Property are primarily residential and commercial use. D. Receptor Information Determine and describe all potential receptors, including those in the categories listed below. Compile this information in a table entitled Public and Private Water Supply Well and Other Receptor Information (Complete Table B-S from the Guidelines, Appendix B.) in which an identification code is assigned to each potential receptor. Indicate the locations of each potential receptor, using the identification code, on a potential receptor map. Use information from all available sources and from site investigations. Limited Site Assessment 208 Kerr Street NW, Concord, NC January 14, 2021 Page No. 8 An unnamed creek is located 610 feet east of the property and is in a down -gradient position. Water Supply Wells Determine and describe the location, use, and ownership of public and private water supply wells in the area within 1,500 feet of the source of the release. Compile this information in Table B-5 and indicate the well locations on the potential receptor map. Note whether well users are also served by a municipal water supply. Refer to the instructions for a water supply well survey in Section 2.3 of the Guidelines. Properties within 500-feet of the release were walked. Properties between 500 and 1,500 feet from the site were observed from the public road. No water supply wells were observed within 1,500 feet of the release. All of the adjoining properties appear to be connected to the municipal water supply. The adjoining properties are numbered on the Sensitive Receptor Map (Figure 4). The key to the numbered locations is provided in Table B-5. 2. Public Water Supplies Determine the existence and availability of public water supplies within 1,500 feet of the source area of the release. Compile this information in Table B-5 and indicate the locations of the nearest public water lines and the sources) of the public water supply on the potential receptor map. The City of Concord receives drinking water from the surface water reservoirs which are in excess of five miles from the Property. A water main is located along Kerr Street NW which borders the property. 3. Surface Water Identify all surface water bodies (e.g., ditch, pond, stream, lake, river) located within 1,500 feet of the source area of the release and indicate distance from source of release in Table B-5 and indicate locations on the potential receptor map. The distance to surface water is summarized on Table B-5 and shown on the potential receptor map (Figure 7). 4. Wellhead Protection Areas Indicate whether or not the UST release source area is located within an approved wellhead protection area. Refer to Section 2.3 of the Guidelines for instructions on how to access the list of currently approved wellhead protection plans and generate a map of UST and wellhead protection area locations. List any identified wellhead protection area in Table B-5 by PWS ID number and PWS system name and show the wellhead protection area on the potential receptor map. To document performance of the wellhead protection area investigation append to the potential receptor map a copy of the map generated using ArcIMS Viewer to show 1) the UST location, 2) the wellhead protection area, and 3) community wells. The area of the UST release is not located within a wellhead protection area. Limited Site Assessment 208 Kerr Street NW, Concord, NC January 14, 2021 Page No. 9 5. Deep Aquifers in the Coastal Plain Physiographic Re'aion Indicate if the source area of the release is located in an area in which there is recharge to an unconfined or semi -confined deeper aquifer and indicate if that aquifer is being used or may be used as a source of drinking water, referring to Section 2.3 of the Guidelines. Based on a review of scientific literature on the regional hydrogeology and well construction records and lithologic logs for deeper wells in the area, identify and describe the deep aquifers underlying the release. Include information on the depth of the deep aquifer in relation to the surficial saturated zone, the lithology and hydraulic conductivity of the strata between the surficial aquifer and the deeper aquifer, and the difference in groundwater head between the surficial aquifer and the deeper aquifer. Discuss the local and regional usage of the deep aquifer and the draw down from major pumping influences. Also, specify the distance from the source area of the release to major discharge areas, such as streams and rivers. Cite all sources and references used for this discussion. NOTE: This requirement only pertains to releases in the Coastal Plain physiographic region as designated on a map entitled "Geology of North Carolina" published by the Department in 1985. This map can be obtained for a fee from the North Carolina Geologic Survey, 1612 MSC, Raleigh, NC 27699-1612. Groundwater in the vicinity of the release is not used as a municipal source of potable water. 6. Subsurface Structures Describe subsurface features, including sewers, utility lines, conduits, basements, vaults, septic tanks, drainfields, etc., referring to Section 2.3 of the Guidelines. Compile this information in Table B-5 and indicate the locations on the potential receptor map. Discuss the risk of explosion due to the accumulation of vapors in confined space and the threat to public health, public safety or the environment posed by vapors in the subsurface features. No basements were observed on the property or adjoining properties. Underground utilities are located along Kerr Street NW and Academy Street NW. Based on the lack of free product observed at the site, the risk of an explosion hazard at this site is considered low. E. Land Use 1. Property Owners and Occupants Determine the names and addresses of property owners and occupants within or contiguous to the area containing contamination and all property owners and occupants within or contiguous to the area where the contamination is expected to migrate. Compile this information in Table B-6 from the Guidelines, Appendix B, and indicate the property locations on the land use map. Please refer to Table B-6 and Figure 7. Sensitive Land Use Features List features sensitive to impact from the release (schools, daycare centers, nursing homes, hospitals, playgrounds, parks and recreation areas, churches, camps and other places of assembly) and show the zoning status of the area within 1500' of the source of the release. Compile this information in Table B-10 from the Guidelines, Appendix B, and indicate the feature locations on the land use map. Sensitive receptors were identified within 1,500 feet of the property and are listed in Table B- 10. The approximate locations of the sensitive receptors are shown on Figure 5. F. Site Geology and Hydrogeology Describe the soil and geology encountered at the site. Discuss the effects of soil and geological characteristics on the migration and attenuation of contaminants. Include information obtained during assessment activities (e.g., lithologic descriptions made during drilling, probe surveys, tank closure, etc). If a Phase II investigation is required include a discussion of groundwater flow direction and hydraulic gradient (vertical and horizontal). The site is underlain by Saprolite consisting of an orange and red sequence of silts and sands from approximately grade to approximately 16-feet below grade where it transitions to a blocky mudstone. G. Sampling Results Phase I In vestigation Responsible parties must perform a Phase I investigation for all releases. A Phase I investigation includes the installation of one monitoring well in the source area of a release. Soil samples are to be collected every five feet in the unsaturated zone and should be analyzed in accordance with the methods specified in Table 5 of the Guidelines, Analytical Methods for Petroleum Contaminated Soil. If the water table is encountered at 25 feet or greater from the land surface, samples for laboratory analysis should be collected every 10 feet in the unsaturated zone. On November 18, 2020, CESI supervised the installation of one monitoring well in the location of the former UST. The boring of the well was conducted by Environmental Drilling and Probing Services Company (EDPS) of Charlotte, North Carolina. The boring of well B-1 was advanced in the middle of the former excavation. The approximate location of the boring is shown on a layout of the property as Figure 3. The boring was advanced using the direct push drilling method to 16-feet below grade. At 16-feet below grade, rod refusal was encountered and CESI instructed EDPS to convert to air rotary. The first 16-feet of drilling encountered clean imported soil which had been backfilled to the excavation in July 2020. During the drilling, a 5- foot long, new polyethylene Macrocore sleeve was advanced at five-foot intervals. An undisturbed core was retrieved from each of the sleeves for observation and field screening by CESI personnel. The boring encountered brown fine grained sand and silt from approximately grade to 15-feet below grade. A sample of soil from 15-16 feet below grade was collected for laboratory analysis. The air rotary method was employed at 16-feet below grade. Based on observation of returns, moisture was indicated at approximately 40-feet below grade. The Limited Site Assessment January 14, 2021 208 Kerr Street NW, Concord, NC Page No. 11 borehole was stopped at 50-feet below grade. CESI instructed EDPS to install a temporary well consisting of 2-inch diameter PVC. The well was constructed with 15-feet of 0.010-inch machine slotted PVC. A Number 2 filter sand was placed around the screen from the bottom of the well to two -feet above the top of the screen. Following purge of the well, CESI personnel collected a water sample intro laboratory provided sample jars. The water samples were immediately placed on ice. The samples were transported using chain -of -custody protocol to Pace Analytical, Inc. (Pace) of Huntersville, North Carolina. CESI requested that the samples be analyzed for Volatile Organic Compounds (VOCs) by EPA Method 8260, Semi-VOCs (SVOCs) by EPA Method 625, and Massachusetts Department of Environmental Protection (MADEP) Volatile Petroleum Hydrocarbons (VPH) and Extractable Petroleum Hydrocarbons (EPH), and Total Chromium and Lead. A summary of the analytical results is provided in Table B-4. Copies of laboratory reports and chain of custody records are provided in Appendix 3. Phase II Investigation (if required) A Phase H investigation should only be conducted if the release is from a high risk commercial UST and the levels of groundwater contamination detected in the source area monitoring well exceed the groundwater standards or interim standards by a factor of 10. Based on the analytical results, a Phase II investigation is not required. H. Conclusions and Recommendations Discuss the risk criteria that apply to the release and identify any other site -specific factors related to the release that may pose a risk to human health and the environment. Also, discuss any site -specific conditions or possible actions that could result in lowering the level of risk posed by the release. No adsorbed or dissolved concentrations above Gross Contaminant Levels were reported for the parameters tested. Dissolved concentrations of Chromium and 1,2-Dichloroethane (1,2-DCA) were reported at 11.0 micrograms per Liter (ug/L) and 3.4 ug/L, respectively. The 2L standard for Chromium and 1,2-DCA are 10 ug/L and 0.4 ug/L, respectively. On behalf of our client, The City of Concord, CESI requests a No Further Action determination through the Notice of Residual Petroleum procedures. I. Free Product Investigation and Recovery (if applicable) No free product was observed at the site.
