The current property owners reported that the tank was pumped out and closed in place 30 to 35 years ago. In the course of April 16, 2021 field screening related to planned property acquisition by Mecklenburg County, stained soil and petroleum odors were observed by Mecklenburg County staff from a hand auger boring near the tank. The licensed geologist or professional engineer can send in a signed/sealed letter report with a statement about the water supply well survey within 150 feet of the release. They should describe how they know there is a release at the tank. The description can be a sample results or that they observed visible staining and petroleum odors in soil near the tank. At that time they had not received any follow up from your office on the release notification. Is that something they should be looking for or is it dependent on the well survey, etc.? I anticipate that Mecklenburg County will perform additional assessment as part of our due diligence for proposed acquisition. Referring to your home heating oil checklist, I don't think we have an emergency situation. There was no observed sheen on surface water at nearby Little Hope Creek. I checked the Mecklenburg County Public health Department Well Information System, there are no known wells, drinking water or otherwise, within 150 feet of the site. The location is in the Special Flood Hazard Area (1%-chance floodplain). I am sorry I missed your call Monday, I should be available most anytime today if you are able to try again. Below is some general information about home heating oil usts that you may find useful. Home heating oil underground storage tanks are not and haven't been regulated in the state of North Carolina. The UST section only has records of those that have been reported to our agency. These reports a generally result from notifications of contamination or tank removals at properties where parties are seeing "no further action" status. Home heating oil tanks are non -regulated, non-commercial underground storage tanks (USTs) that are exempt from the "technical regulations" (e.g., leak detection monitoring, corrosion protection, spill and overfill control) that apply to regulated USTs. Even though home heating oil tanks are exempt from these technical regulations, sampling and cleanup regulations may apply if there is a leak or spill from your tank. If there is no evidence of a release, then there is no need to report to the UST Section. The links below provide additional information. If a leak is discovered under the current ownership of the property, the current property owner is considered the responsible party for clean-up. Many companies do environmental work related to underground storage tanks. Typically, they can be found in the yellow pages of a telephone book under "Environmental Consultants." The DWM UST Section provides a list where companies that do environmental work can provide their information. This list is called the "UST Service Provider Listing" it is located at http://deq.nc.gov/about/divisions/waste-management/ust/service-provider-listing. When choosing a company, we recommend getting several estimates and references. Site assessments and cleanup work must be conducted under the responsible charge of a licensed geologist or professional engineer. Please note that before you sell, transfer, or request a "No Further Action" determination for a property that has not been remediated to below "unrestricted use" standards, you must file a Notice of Residual Petroleum ("Notice") with the Register of Deeds in the county where the property is located (NCGS 14313-279.9 and 14313-279.11). Soil can be analyzed for Total Petroleum Hydrocarbons (TPH) Gasoline Range Organics (GRO) and TPH Diesel Range Organics (DRO) if you do not have to over excavate the tank pit. Samples should be analyzed for Volatile Range Organics (VOCs), Semi -Volatile Range Organics (SVOCs), EPH, and VPH if you have to over excavate the pit. You will need a sample for each sidewall and one sample from the pit bottom depending on the size of the pit. Click on the Interactive Maps link below. Select the DWM map you are interested in searching for sites from the right side of the webpage. Use the UST Incidents map to search for UST sites. We have a contract to purchase the property and at this point intend to carry through. There is a contract provision that would allow us to have seller remedy defects and / or renegotiate sales price but I am not sure we have enough information to decide on how to do that. Mecklenburg County is proposing to acquire this property to mitigate flood risk to the existing structures at the site and to assist with construction of a sewer rehabilitation project on Little Hope Creek. The current land owners purchased the property in September 1972. The UST was reportedly not in use at that time, the residential heating system having been converted to natural gas. The owners report that the tank was closed in place "30 to 35" years ago in conjunction with construction of a detached garage. Good Afternoon Trudy Beverly, This is to let you know of a possible release from residential heating oil UST at 5727 Wedgewood Drive in Charlotte, NC. The current property owners reported that the tank was pumped out and closed in place 30 to 35 years ago. In the course of April 16, 2021 field screening related to planned property acquisition by Mecklenburg County, stained soil and petroleum odors were observed by Mecklenburg County staff from a hand auger boring near the tank.
