STATUS OF PERMIT:
Active Permit issued: October 31, 2018 Expires: October 31, 2022 PURPOSE OF SITE VISIT: Routine Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: 15A NCAC 13B .0840 (c)(10)(B) states: “a total metal analysis for each proposed field shall be conducted for arsenic, cadmium, copper, lead, nickel, selenium, and zinc.” Soil samples were received by the NCDA lab on October 19, 2020; however, of the above heavy metals, only copper and zinc are included.
By September 10, 2021, submit samples for each field to include “heavy metals” to the North Carolina Department of Agriculture for analysis. A blank form is included with this report.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS 1. The Septage Land Application Site consists of Field 1 (6.4 acres) and Field 2 (6.5 acres) for a total of 12.9 acres of disposal area
2. The site is permitted for land application of domestic septage and grease septage. 3. The site is located at 707 Poplar Springs Church Road and has accessible all-weather roads to the septage land
application field covered under the permit. 4. Appropriate signage was displayed at the entrance to site.
5. Disposal area boundaries were delineated with permanent markers with the exception of the boundary between Fields 1 and 2. These need to be replaced. 6. All septage discharges appear to have been made within the disposal area boundary. 7. No Standing liquid or pooled waste was observed. 8. No objectionable odors were observed outside of the property boundary. 9. Follow the Nutrient Management Plan (NMP) in regards to harvesting and weed control. Currently, cutting the crop as hay is the only method of harvesting. 10. The 2020 soil sampling was received by the NCDA lab on 10/19/20. The report indicates that not all of the heavy metals were analyzed. Please contact me if you have any questions or concerns regarding this inspection report.
