Notified site – No permit required. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – This was an unannounced site inspection.
02 – Required signage at entrance. You could add the YWN28-001 number to the existing sign. 03 – Site is not open to the public. Only the Town of Kill Devil Hills has access to use this site. 04 – The gate was locked for security. 05 – The road was in fairly good condition. 06 – Composted material looked good. 07 – Compost is being removed as to make room for new vegetative debris. 08 – Temperature records were emailed to John College on 8/25/2021 from Lynn Lindsey and were reviewed. 09 – The compost windrows have required fire lanes. Un- Processed Storage pile is one long and wide pile (windrow). 10 – The Un-Processed pile (windrow) is getting large. 11 – Please remember that a Small Type 1 facility can only 6000 cu/yds (finished and raw material) can be stored
at any given time per 2019 rule - 15A NCAC 13B .1402 GENERAL PROVISIONS FOR SOLID WASTE
COMPOST FACILITIES: (6) (A). Rule Attached to email.
12 – All finished and raw material appears to be inside of the Notified area of < 2 acres. 13 – It appears that facility staff has been pulling out the non-conforming waste due to the windrows of compost/mulch do not have plastic waste all mixed into the product. GOOD JOB.
