No Permit required. PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 - Facility has locking gate for security. 02 - Signage is posted at the entrance. Facility has added contact number in the event of an emergency as was noted on the last inspection report. 03 - Roads are made of all-weather materials. All paved area. 04 - Compost is kept in one windrow and temperatures were checked during this inspection using John College’s probe. Site also has mulch piles. 05 - The compost windrow and is in the curing stage of the process. 06 - Signage stating the site is currently closed for compost removal to the public is posted. 07 - Tarboro has purchased a temperature probe and has been keeping records. 08 - Records not reviewed during this inspection. 09 - Fire lanes are present for firefighting equipment in the event of a fire. 10 - Staff has done a good job on sorting out non-conforming waste. 11 - John College spoke with staff about using multiple windrows for easier management or to mark areas for temperatures on last inspection report. Areas now have markers to identify areas in long windrow to identify temperature monitoring areas. 12 - Overall working product looks good on the windrow. 13 - Digital pictures were taken during this inspection. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
