PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 – This site is recorded in the Hertford County Register of Deeds Book 708, Pages 99 (7) and 100. Document # 301695. Stamped and signed on December 30, 2008. 02 – Facility has a locking gate for security and there is a V-ditch on the road frontage to prevent access to the facility. 03 – Facility has adequate signage. 04 – If the Fred Smith Company now owns this site, need to send information to permitting with a New Application filled out. (See next 2 lines for information.) 05 – Attached to the email sent with this inspection report are ALL of the 2021 Re-Adopted Rules for LCIDLF’s (15A NCAC 13B .0563 thru 15A NCAC 13B .0567) that were effective on January 01, 2021. 06 – Please take time to review the above rules as they will effect this facility within 5 years. 07 – There was no non-conforming waste on the LCIDLF today. 08 – The landfill was small and had been covered with earthen material. 09 – Stockpiled earthen materials were on-site for future cover material. 10 – Overall facility looks good. 11 – Digital pictures were taken during this inspection and some are attached to this report.
