The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The purpose of this inspection was to conduct a follow up of the Bladen County Transfer Station damaged floor while visiting the other Bladen County facilities. 2. One area of concern during last visit was damage to the station floors concrete. Please contact Solid Waste should this inhibit the stations operations in anyway and communicate with Mr. Powell about the repair periodically until complete. This should be made a priority and be fixed before it inhibits the operation or causes other issues to the surrounding structure or soil beneath. Mr. McClary stated last visit that he expects only minor delays in the Stations operation to do the repairs, ~ 24 hours to 1 week depending on the contractor and repair method that is chosen. The station will reroute everything to Sampson County LF during
the repair. Discussions with onsite staff were that a company had visited the site and were constructing a plan of action on the repairs. Completing the work should be done quickly since this repair has already been
budgeted and a contractor out of Maryland has visited to make plans of the repair. Current idea for repair is to remove a couple inches of existing concrete and add new stronger concrete with reinforcement. Rock is being used inside the worn area to slow down the wearing of the concrete surface until repairs can be made
permanently.
3. Windblown was not an issue during inspection. Good job. Please continue to stay on top of this issue.
4. Reminder from last visit: Transfer Station walls, around loading bay, screws have rusted away enough in which they can no longer hold the tin siding along the bottom for a few feet. Some pieces were missing. This needs repair and Mr. McClary informed inspectors that this was already in the budget for fixing.

5. Corrective measures are still necessary and should be completed as soon as possible. Station loading bay walls need repair. Station floor needs repairs immediately. After discussion with Mr. McClary and taking into consideration the nature of the repairs, an approximate time frame of 90 days has been agreed upon to start work onsite. Please communicate with Solid Waste Section/David Powell on Station floor repairs and should this inhibit the stations operations in anyway and communicate with Mr. Powell immediately. If additional time is needed, then a request should be made to Mr. Powell. An update on the current condition of the Station floor should also be given periodically.
