The facility is a closed municipal solid waste (MSW) landfill and is owned by Randolph County and maintained by Waste Management. 2. The landfill is located on the same property as the non-active Randolph County Transfer Facility (76-03T) and resident convenience drop-off site. The landfill is also east of the Great Oak MSW Landfill, Permit #76-07. The landfill is accessed via gravel service road. 3. The facility is composed of two adjoining landfill areas: a small area operated from 1973 – 1985 and a large area operated from 1985 – 1997. The small landfill area was capped with soil and contains trees and the large landfill area has a soil cap section that contains small trees and synthetic cap section that contains grassy vegetative material. 4. The landfill ceased operation on December 31, 1997. 5. The facility is maintained by Waste Management of Carolinas, Inc. 6. The facility is composed of two adjoining landfill areas: a small area operated from 1973 – 1985 and a large area operated from 1985 – 1997. The small landfill area was capped with soil and the large landfill area has a synthetic cover and soil cap. The facility maintains semiannual groundwater and surface water monitoring and leachate test records submitted by Golder Associates NC, Inc., and analyzed by Eurofins TestAmerica out of Arvada, Colorado. Records were observed for groundwater and surface water monitoring and leachate testing conducted on August 13, 2019, February 11, 2020, July 23, 2020 and February 3, 2021. An exceedance is noted for each monitoring event. 7. The facility maintains quarterly methane monitoring records. Monitoring is conducted by Golder Associates NC, Inc. Records were observed for February 26, 2020, April 23, 2020, July 23, 2020, October 19, 2020, March 12, 2021, May 19, 2021 and June 23, 2021. No LFG exceedances noted during this time. 8. Transition Plan (FID 698606) plan sheets detail well locations for the groundwater monitoring plan around the closed landfill. Sheet 341 and sheet 431 of the Transition plan show locations. 9. The facility conducts landfill gas monitoring using a combination of barhole probes and landfill gas wells per its landfill gas remediation plan. 10. Methane monitoring is conducted by Golder Associates NC, Inc. Records were observed for February 26, 2020 through June 23, 2021. No exceedance of the methane lower explosive limit (LEL) was noted. 11. Per 15A North Carolina Administrative Code 02C .0108 (l, m & p) states in part that all non-water supply wells, shall be equipped with a steel outer well casing or flush mount cover set in concrete, shall have a permanently affixed identification plate and be secured with a locking well cap. 12. Solid Waste Section – Environmental Compliance Branch response to Golder Associates NC, Inc. Methane Monitoring Well Protective Casing Exemption Request (FID 1596142) on file at Exemption Request Response. Please ensure wells are in compliance with 15A NCAC 02C .0108 and requirements of the Environmental Compliance Branch response. 13. The portion of the landfill with synthetic cover and soil cap contains vegetative cover. It appeared well maintained. 14. Mr. Owens stated that the landfill cap is mowed twice per year. 15. Eroded areas noted on the July 25, 2018 inspection report have been repaired and stabilized. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 16. Portions of the closed landfill with soil cap contain trees. The trees were permitted per the facility transition plan which states “Inspect and maintain a healthy vegetative cover over the site. If distress to vegetation is noted, the cause will be determined and corrected. Grassy areas of the Pre- and Post-1991 landfill cells will be mowed at least twice annually (spring and fall) to a nominal height of 8 inches. In Post 1991 landfill areas, semi-annual maintenance will include the location and removal of any trees greater than 3 feet in height. Trees will be removed by cutting at the base. Any areas where trees have died or toppled will be repaired by removing the tree and stump and placement of compacted soil in the void left by the stump. In Pre-1991 areas, existing trees can be left in place, but should be removed if evidence of distress, etc. is observed. Affected areas should be recorded and repaired.” 17. Continue to maintain vegetative cover on the landfill cap per the approved transition plan. 18. Edge of waste markers have been installed. 19. The site is secured by a locked gate. County personnel are on the property at the resident convenience drop-off site. 20. The facility has a proper sign.
