The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1. All photos included in this report were taken by Susan Heim on August 12, 2021, during the inspection.
2. The site contains a large Type 1 compost facility that is permitted to accept only land clearing debris (vegetative
material such as stumps, tree trunks and branches and wood chips), yard trash (including grass clippings and
leaves) and clean, untreated, unpainted wood waste (such as crates and pallets). The compost created onsite is
offered to city residents in early fall, prior to the start up of curbside leaf collection.
3. The facility's permit to operate also includes wood grinding operations, which take place onsite annually. Mr.
French stated that the city is currently under contract with Timberland for the grinding and removal of the
chipped wood waste, and that he expected grinding to begin within the next few weeks.
4. The facility also serves as an approved temporary disaster debris storage site (DS79-002). In order to use the
site for debris storage, the site would need to be reconfigured to provide space for wood waste trucks to enter,
maneuver, dump, and leave safely. Please notify the Solid Waste Section before opening the disaster debris
storage site for use.
5. The permit to operate, the current approved operations plan (dated January 24, 2018) and the approved storm
water permit are maintained at the solid waste division office and are available for review upon request.
6. The 2020-21 Facility Annual Report was reviewed. The report indicates that 2,224 tons of clean wood waste
was received at the site, along with 429 tons of leaves. Temperature logs included with the annual report
indicted that the compost achieved the minimum temperature standard of 13 l °F for at least 3 consecutive days.
7. The city collects brush and yard waste curbside, and vegetative waste is brought to the facility by city trucks.
No residents or outside contractors are permitted to drop off material at the site.
8. Incoming waste is tracked by volume, based on the size of the trucks being used, which is converted to tonnage,
which is required reporting purposes.
9. The site is secured by means of an electronic gate which allows city staff to access the facility using a keypad
while preventing unauthorized access. The facility is only open to the public on specific dates when compost is
made available. City staff are present on those dates to assist and direct residents.
10. Proper signage was observed at the entry gate.
11. The site was observed to be very clean and well -maintained. No windblown litter was evident.
12. The access roadway is of all-weather construction and was found to be in good condition.
13. Compost windrows are laid out in a north -south direction and take up most of the site. Windrows appeared to be
well tended and neatly maintained. Adequate fire lanes are set up to provide easy emergency access.
14. Brush and land clearing waste are stockpiled in the northwest corner of the site.
15. No unacceptable wastes were observed at the facility.
16. The operational area used for wood grinding is located north of the windrows and east of the wood waste
stockpile. No ponding water was observed in the stockpile or the operations area, and no erosion was evident
onsite.
17. A toter is maintained at the site for the temporary disposal of any litter or unacceptable material found in the
incoming loads.
