The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS:
1. All photos included in this report were taken by Susan Heim on August 12, 2021, during the inspection.
2. The site includes an MSW transfer station and a small residential convenience center.
3. The transfer station is not open to the public and accepts waste only from City of Reidsville trucks that collect
from within the city limits. Waste received at the transfer station is compacted into transport trailers and taken
to the Rockingham County Landfill (permit # 7904) for proper disposal.
4. The convenience center is open to the public and accepts C&D waste, monitors and televisions, used cooking
oil, used motor oil, and used oil filters from city residents. The city contracts with Noble Oil for the recycling of
the used motor oil and filters, and with Valley Protein for the recycling of the used cooking oil. C&D, along
with monitors and TVs, is transported by city staff to the Rockingham County Landfill for proper disposal.
Records Review:
5. The Permit to Operate and current Operational Plan (approved 8/17/2020) are maintained at the solid waste
division office and also at the transfer station office. These records are available for review upon request.
6. Training records indicated the following staff members are currently certified by NC SWANA as Transfer
Station Operations Specialists:
• Rodney Lovelace —NCSWANA Certification No. TS-2016082 -expires 11/3/2022;
• Ricky French — NCSWANA Certification No. TS-27044 - expires 10/9/2023;
• Dale Chambers — NCSWANA Certification No. TS-2019104 -expires 11/14/2022.
7. The 2020-2021 facility annual report was reviewed. It indicated that the transfer station received a total of
7,309.90 tons of waste from July 1, 2020 through June 30, 2021 — an increase of approximately 200 tons of
waste received over the previous fiscal year.
8. The new rule requirement for screening at least 5% of waste weekly was discussed, and Mr. French stated that
he would work out the details to ensure that a sufficient number of waste screening are taking place to comply
with the rules change. Please ensure that screenings take place at a rate that guarantees at least 5% of
waste (based on the average daily tonnage as reported in the 2020-21 Facility Annual Report) is inspected
weekly; and records are maintained that certify the new requirement is being met, as specified in 15A
NCAC 13B .0405(a)(8). Contact Susan Heim at 336-776-9672 for assistance.
Facility Inspection:
9. The site is surrounded by a chain link fence and secured with two locking gates to prevent unauthorized access.
The tipping area and hopper are not housed within an enclosed structure. However, the hopper itself is
surrounded by a chain link fence with a locking gate to prevent unloading if the operator is no present.
10. The hopper is also fitted with heavy metal mesh panels that extend to a height taller than collection vehicles to
prevent waste from leaving the tipping area. A system of pipe with nozzles is installed around the perimeter of
the mesh panels. The system sprays a curtain of clean water while unloading takes place. This procedure helps
direct all waste downward onto the floor of the hopper, preventing dust and windblown litter, as well as
minimizing odor.
11. Proper signage was observed on the entry gate, and the convenience center includes additional signage to direct
residents to the specific area or container designated for their particular disposal needs. In addition, city staff
man the convenience area to ensure only permitted materials are accepted, and to provide any assistance that
may be needed.
12. The site was observed to be very well -maintained. Unpaved areas are grass covered. Mowing takes place
regularly, and vegetation along the fence line is trimmed to prevent windblown material from collecting. Paved

areas were clean, and Mr. French stated that loading and unloading areas are hosed off each time trailers are
switched out. The entire facility was found to be free of litter.
13. The site is laid out so that the convenience center and the compactor/loading area are on the west side of the
site, and the hopper/tipping area are located on higher ground, above and to the east.
14. The design of the convenience area provides adequate space for transfer trucks and residential vehicles to
maneuver safely. Truck traffic heading for the transfer station is routed to the hopper along a separate access
road.
15. The entire convenience area and the access roadway to the transfer facility are paved and were observed to be in
very good condition.
16. Only city trucks enter the transfer station, and one of them was observed as it entered the facility, backed up to
the hopper and unloaded slowly, as directed by Mr. Lovelace, the facility operator, who observes the contents of
every load as it is dumped. Mr. Lovelace positioned himself inside the small office building directly adjacent to
the hopper, behind a window that is less than two feet from the tipping area. As the load was slowly dumped, he
controlled the flow of water spray, ensuring that no waste became airborne, and inspected the entire load to
ensure no unpermitted wastes were present. Once the entire load had been dumped and no unacceptable waste
had been found, Mr. Lovelace then opened the hopper door, allowing the waste to drop, and engaged the
compactor. Finally, when all of the waste and residual leachate had been washed down into the compactor, he
closed the compactor door so that the tipping area was ready for the next incoming load.
17. The hopper and the fenced area that encloses it were observed to be clean and well -maintained.
18. The compactor area was also clean, with only a few stray pieces of litter evident on the rails and under the
trailer. A trash receptacle was positioned nearby so that facility staff could collect and remove accumulated
litter from the loading area throughout the day as needed.
19. The trailer parked at the compactor was inspected and found to be in good condition. No holes or leaks were
observed. The spare trailer that was parked off to the side of the loading area was also found to be in good
repair, with no visible damage or holes.
20. Leachate is confined to the paved surface immediately surrounding the compactor/loading area. The concrete
pavement is sloped to direct leachate, washdown water from the convenience center and loading area, and water
from the hopper spray nozzles to a trench drain located in the compacting/loading area. From the trench drain,
the leachate is piped into a settling pit and then to an oil separator before flowing into the public sewer line. The
drain was relatively clean and appeared to be functioning properly at the time of the inspection. City staff pump
out solids and debris from the settling pit and the oil separator as needed.
21. Computer monitors and televisions are collected and stacked in a covered area on the northern end of the
convenience center. A roll -off container is staged in the convenience area for the disposal of residential C&D
waste. Full loads of C&D waste and televisions/monitors are transported by city staff to the Rockingham
County Landfill for disposal or recycling.
22. Containers for the collection of used oil, oil filters and used cooking oil are staged in the convenience area for
public use. The city contracts with Noble Oil to recycle the used motor oil and oil filters and with Valley
Proteins to recycle the used cooking oil. The collection containers for these materials were clean and intact, and
the surrounding area was clean with no oil residue visible on the pavement.
23. 15A NCAC 13B .0405(a)(11) (effective January 1, 2021) states, in part, "The tippingfloor, push walls, and
truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas
of the site building including side walls and any material storage areas outside of the building shall be cleaned
with apressure washer no less than twice per year. Cleaning and maintenance records shall be maintained and
made available to the Division upon written request. " Please record pressure washing dates in a log that is
maintained at the transfer station and available upon written request.
