The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on August 10, 2021.
2. The facility is permitted to receive solid waste generated by Blue Ridge Paper Products, Inc.
3. The facility accepts fly ash from multi -boilers, lime waste, wastewater treatment plant sludge, wood waste
debris, cinders, biosolids and asbestos containing material (ACM). Asbestos containing material is landfilled in
a separate area from all other materials.
4. The facility is approved for an average annual disposal rate of approximately 450,000 yds3.
5. Heavy fog was present at the time of inspection, compromising visibility of several areas of the facility.
Records Review
6. Annual landfill training is scheduled for August 23 & 24, 2021.
7. Asbestos cell disposal records were provided for review. The facility has had two asbestos containing material
disposal activities totaling 8,600 pounds to date in 2021.
8. Quarterly landfill gas monitoring was conducted on August 25, 2020, November 17, 2020, January 26, 2021
and April 26, 2021. No exceedances were noted during the monitoring events.
9. Disposal records for the facility were reviewed. The facility landfilled 273,800 yds3 of material from July 1,
2020 to June 30, 2021.
Operations Inspection of the Landfill Unit (4406-INDUS-1984)
10. Facility access is controlled by a gate. Signage with the facility name, permit number and the types of waste
accepted was observed at the entrance of the facility.
11. The Permit to Operate Area E was issued on July 21, 2021; however, the facility has not started filling in that cell.
12. The landfill access roads are constructed of concrete, asphalt and gravel and were in good condition at the time
of inspection.
13. Edge of Waste (EOW) markers are installed around all fill areas of the landfill. The facility has ordered
additional markers that will be installed around the disposal areas.
14. The facility is currently filling fly ash from multi -boilers, lime waste, wastewater treatment plant sludge, wood
waste debris and cinders and pulp mill process waste in Area D. No unapproved waste was observed in the
landfill at the time of inspection.
15. The facility has three interconnected leachate ponds located to the south of Area B—Lower, and no visual
deficiencies were observed in the visible portion of the liners. All three ponds had sufficient freeboard at the
time of inspection.
16. Woody vegetation was observed on the northern slopes of Area A East and West as well as the outside berms of
Area C Lower and Area B Lower. Facility staff stated that they are currently in the process of developing a new
vegetative management plan and have begun removing woody vegetation in other areas of the facility.
Continue to remove woody vegetation from all closed landfill caps, slopes and berms.
17. Woody vegetation is beginning to encroach on the outside limits of closed Areas F and H. Ensure that woody
vegetation does not encroach inside the edge of waste markers and the fill area.
18. The Asbestos Containing Material (ACM) Disposal Area is located on the east side of the facility. The facility
received asbestos on January 19, 2021 and July 20, 2021. The ACM area had been seeded, matted and
groundcover sufficient to prevent erosion had been established.
