Expires July 11, 2023. PURPOSE OF SITE VISIT: Partial Follow Up Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. David Powell with the Section followed up on corrective actions at Hoke County. Met with April King, representing Hoke County as Interim Director. Ms. King assisted Section staff during inspection. 2. During the last inspection, the Yard Waste (YW) area was roughly 200 yards by 30 yards in a windrow. Since then it has been mulched and windrowed as requested. Good job. Traffic control measures were being implemented as well. The mulch is currently in the lower space used for storm water between the road and the storage areas. The mulch should be moved and not windrowed were it can comingle with water or be in standing water. Keep fire breaks on the mulch piles. Do not allow leachate to runoff from area designated for Yard Waste Debris Processing. Also, remember waste cannot be in water, so manage accordingly. Site should be graded to allow for positive drainage of water away from the waste storage and processing area. When this material is mulched and moved, take advantage of the time to buildup these areas and slope correctly. 3. Permanent Edge of Waste (EOW) markers are still needed on the four corners should be installed for the approved 2 acre YW area shown on Sheet #3. Recommend large white PVC pipe. 4. Ms. King indicated they would be composting and the 15A NCAC 13B .1406 temperature rules were discussed onsite. If YW is given to public, it must meet these rules. Be sure and log the temperatures and keep in logs for future inspections. 5. LCID has had most waste covered but still needed additional cover. Since last visit, a small amount of newer waste has arrived and someone has dumped bagged trash along SW inside slope. Be sure and remove unapproved wastes to appropriate landfill. Be sure and keep 3 to 1 slope. Additional soil was present for cover and addressing any erosion. Shrubs/trees were removed as requested, good job. An attendant should be on duty at all times while the landfill/YW area is open for public use to assure compliance with operational requirements and to prevent acceptance of unauthorized wastes. It is recommended that facility staff accompany customers to the LCID or YW areas when dumping to better screen waste to ensure only acceptable waste is received. This would limit unapproved wastes and add more control of where waste is placed onsite. 7. Ms. King is considering to update the stations software for managing the waste streams. She indicated that this may be done instead of looking at alternative entrances and road access that the County was considering. New staff have been hired to assist with operations. 8. Corrective actions are still needed for Hoke County, as listed in this inspection.
