STATUS OF PAST NOTED VIOLATIONS: On 4/7/2020 Bass Services was notified of an observed violation for operating an unlettered pumper vehicle.
OBSERVED VIOLATIONS: Violations of the rules listed below were observed during this inspection. Please see
Items 1 and 3 under Additional Comments on page 2 of this report.
15A NCAC 13B .0835(a) Vehicles used for the transportation of septage shall be operated and maintained
to prevent leaks and spills of septage and shall comply with the following:
15A NCAC 13B .0835(b) All permitted septage management firms shall display lettering on each side of
every pumper vehicle operated by the firm. The lettering shall include the firm name, town name, phone
number, and septage management firm permit number as shown on the firm application. All lettering
required by this Rule on the pumper vehicle shall be no less than three inches in height and legible,
distinguishable from the background, and not obstructed from view. Identification shall not be removable
(i.e. no magnetic signs).
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Note: On June 30, 2020, a 2007 International and a 2004 Ford F-550 were inspected for compliance with North
Carolina Septage Management Rules. Both vehicles were found to be in violation of rule 15A NCAC 13B .0835.
Johnny Bass of Bass Services was contacted by phone on July 2, 2020 and notified of the violations found.
1)15A NCAC 13B .0835 requires that firm name, town name, phone number, and septage management firm permit
number be permanently attached to each side of each vehicle, be plainly visible where all letters and numbers
measure at least 3 inches in height.
•Lettering on the 2007 International did include firm name, town name, phone number, and septage
management firm permit number and it was permanently attached. Lettering indicating town name did
not meet height requirements of the rule. Lettering indicating firm name, phone number, and septage
management firm permit number did meet height requirements. Lettering indicating town name should
be corrected where all letters measure 3 inches in height or taller.
•Lettering on the 2004 Ford F-550 did include firm name, town name, phone number, and septage
management firm permit number and it was permanently attached. Lettering indicating firm name was
not as shown on the firm application. Lettering indicating firm name, phone number, and septage
management firm permit number did meet height requirements. Lettering indicating firm name should
be corrected where it includes the entire name as shown on the firm application.
2)The tanks were constructed of metal, appeared to be structurally sound and were affixed to the truck frame with
permanent fixtures (bolts).
3)The septage drain valve on the 2004 Ford appeared to be in working order. Septage was observed leaking from
the drain valve on the 2007 International. The source of the leak should be repaired before this vehicle returns
to service managing septage.
4)Septage was observed leaking past the cap on the drain valve of the 2007 International. All other port covers and
caps where in place and appeared to be in proper working order on both vehicles.
5)Pump logs where not inspected.
The lettering violations listed in this report should be corrected within 15 days of the receipt of this report. Any
Septage leaks should be repaired before the vehicle is returned to service. When the repairs and corrections are
complete please send photos of the corrected lettering and repairs to my email. A follow up inspection will be
scheduled to reinspect the vehicles.
